According to the report of the Management Board of Investment and Construction Projects for Traffic and Agricultural Works, Da Nang City is implementing preparations for site clearance and resettlement planning to serve the North-South high-speed railway project.
Accordingly, the section passing through Da Nang is more than 116 km long, affecting 24 communes and wards, starting from Hai Van ward to Nui Thanh commune. The route mainly runs along the North-South Expressway in the East and the Da Nang - Quang Ngai Expressway. The distance to the nearest destination of the above routes is 32m, the longest distance is 2.93km, with a location at different levels from the Da Nang - Quang Ngai Expressway in Tam Xuan commune.
The route will include 2 passenger stations (Da Nang station and Tam Ky station), 1 cargo station in Chu Lai, and 4 maintenance stations and depots.
The total area of recovered land is estimated at about 843.55ha, of which residential land is about 105.2ha; rice land is about 225.67ha, forest land is about 240.63ha, other land (agriculture, transportation, irrigation...) is about 272.5ha. About 2,139 houses were affected and the need for resettlement reached 3,148 plots of land.
To meet the resettlement needs of the people, the city plans to plan and build 35 resettlement areas with a total area of over 211.8 hectares.
The total investment for site clearance and resettlement is about VND 16,600 billion, of which VND 12,900 billion is for compensation and support costs and VND 3,692 billion is for investment in the construction of resettlement areas.
Based on the direction of the Prime Minister, Da Nang City plans to start construction of the first resettlement area on August 19, 2025 in Xom Bung village, Dien Ban Bac ward, with an area of 4.7 hectares and a total investment of more than 91 billion VND.
Geographically, the resettlement areas are divided into two areas: The north of Thu Bon River includes areas such as Hai Van, Lien Chieu, Hoa Khanh, Cam Le, Ba Na, Hoa Vang, Hoa Tien, Dien Ban Bac and Dien Ban Tay; the south of Thu Bon River passes through 15 communes and wards including: Noi, Duy Xuyen, Xuan Phu, Que Son Trung, Thang Binh, Thang Phu, Thang Dien, Tay Ho, Chien Dan, Ban Thach, Huong Tra, Tam Xuan, Anh Tam, Tam My and Nui Thanh.
Chairman of the People's Committee of Da Nang City Luong Nguyen Minh Triet has agreed on the plan to assign sub-project investors according to the area: The north of Thu Bon River is managed by the Management Board of Investment and Construction of Traffic and Agricultural Works of Da Nang City; the south of Thu Bon River is managed by the Management Board of Investment and Construction of Traffic Works of the old Quang Nam Province.
Implementation roadmap: From September to November 2025, a survey and statistics will be conducted on the current status of affected land and population. From March 2026, start counting, paying compensation, support and resettlement arrangements.
The construction of resettlement areas will take place continuously from September 2025 to the end of 2026, ensuring synchronization with the progress of public investment disbursement and handover of land for railway construction.
