On September 16, the Department of Home Affairs of Da Nang City issued Plan No. 2458 to increase civil servants holding leadership positions and specialists in a number of departments of the department to work at the People's Committees of 19 mountainous communes and border communes in the city.

According to the plan, the Department of Home Affairs of Da Nang City will establish 3 working groups headed by representatives of the Department of Organization and Personnel (Ministry of Home Affairs) and the Department of Home Affairs to carry out this task.
