On September 22, the People's Committee of Da Nang City held a meeting to remove difficulties and obstacles to promote the disbursement of public investment capital in 2025.
The meeting was sent online to Chairmen of People's Committees of communes and wards; Directors of the Management Boards of Investment and Construction Projects of the area; Directors of the Regional Branch of the Da Nang City Land Fund Development Center at the headquarters of the People's Committees of communes and wards.
At the meeting, Chairman of the City People's Committee Pham Duc An said that the disbursement of public investment was delayed due to many reasons, especially the slow compensation and site clearance work and the supply of raw materials such as soil and sand was difficult, prices increased.
Therefore, it is required that in the coming time, it is necessary to promote decentralization and delegation of authority so that units and localities have enough authority to handle practical issues. Develop a handbook to guide localities to reduce procedures and support effective project implementation.
For the problem of construction materials such as sand that have been auctioned but prices have increased sharply affecting fixed contracts, timely solutions are needed. Site clearance and resettlement arrangements need to ensure essential infrastructure, handle cemeteries with clear planning, respect the deceased, be in accordance with tradition and legal regulations.
According to the report of the Department of Finance, from the beginning of the year, the work of planning and allocating detailed public investment capital plans has been proactively implemented. Before and after merging and organizing local governments at both levels, the city has proactively directed departments, branches, localities, investors, project operators and related units to review, handle problems and difficulties and advise the City People's Committee to deploy solutions to speed up the progress of public investment projects and works to ensure progress.
At the same time, units are required to commit to disbursement milestones from the beginning of the year in conjunction with the emulation assessment during the year and to effectively implement the internal transfer of capital plans to speed up the disbursement progress of works and projects.
The City People's Committee has requested investors and project management units to have a detailed monthly and quarterly plan on the disbursement progress of each specific project. Urge contractors and relevant agencies and units in implementation, especially ensuring progress, quality of implementation, site clearance, assigning affiliated specialized agencies and related units to regularly update and report on the implementation of works and projects in the city, especially key projects,
The City People's Committee established 9 working groups headed by the City People's Committee leaders to remove difficulties and obstacles for investment projects in the area, especially projects that are backlogged and prolonged; urge key and dynamic projects in the city.
As of August 31, 2025, the total disbursement value of the 2025 capital plan of the entire city of Da Nang (new) reached nearly VND 6,806 billion, equal to 41.5% of the capital plan assigned by the Prime Minister; reaching 38% compared to the plan assigned by the City People's Council and People's Committee (including the 2024 budget capital plan allowed to be extended to 2025).
For 5 Management Boards under the City People's Committee, nearly VND 3,566 billion has been disbursed, equal to 54.8% of the assigned capital plan and 50% of the total disbursement of the city (as of September 15, 2025).
