On July 2nd, at the 2nd session of the Dak Lak Provincial People's Council, delegate Do Xuan Dung answered questions about the progress, difficulties and solutions to remove obstacles in appraising and approving land use plans of agricultural and forestry companies in Ea Sup district (old).
The Department of Agriculture and Environment said that the implementation process is still slow due to having to handle many complex issues.
According to the Department of Agriculture and Environment, in the period 2015 - 2024, implementing the 2013 Land Law and related regulations, the province has reviewed 44 agricultural and forestry companies subject to land use plans, including 42 units in Dak Lak province (old) and 2 units in Phu Yen province.
However, since the 2024 Land Law and Decree No. 102/2024/ND-CP took effect, agricultural and forestry companies must continue to review and develop land use plans according to new regulations.
In which, Phuoc Hoa Dak Lak Rubber and Forestry Co., Ltd. is managing about 24,755ha of land. Dak Lak Food Processing and Forestry Co., Ltd. manages about 27,685ha.
Previously, Dak Lak Food Processing and Forestry Co., Ltd. had its land use plan approved in 2018; Phuoc Hoa Dak Lak Rubber and Forestry Co., Ltd. has not been approved.
Through recent appraisal rounds, the Appraisal Council has requested both units to continue to update the current status of forest and land developments before completing dossiers.
Mr. Bui Hong Quy, Director of the Department of Agriculture and Environment, said that the main reason for the prolonged completion of the plan is that businesses must update the current status of forest developments until December 31, 2025 and the results of the province's forest survey.

According to Mr. Quy, while waiting for the Provincial People's Committee to approve the forest investigation results, the Department of Agriculture and Environment will continue to guide units to update and supplement dossiers to complete land use plans.
It is expected that after the forest survey results are approved in July 2026, the two companies will complete the plan for the Department to submit to the Chairman of the Provincial People's Committee for consideration and approval according to regulations.
