On June 2, Mr. Nguyen Xuan Da, Deputy Director of the Department of Education and Training of Dak Lak province, said that the slow organization of considering teacher professional title promotion stems from institutional problems and major changes in state management.

According to Mr. Da, previously, the authority to organize exams or consider promotion to professional titles of civil servants was regulated quite strictly. The examination or consideration of promotion from rank III to rank II belonged to the authority of the People's Committees of provinces and centrally-run cities after having the unanimous opinion of the Ministry of Home Affairs. Regarding promotion from rank II to rank I, the authority belongs to the Ministry of Home Affairs.
Therefore, before 2023, the responsibility and authority to organize promotion consideration did not belong to the Department of Education and Training. Even the Provincial People's Committee could not implement it without the opinion of the Ministry of Home Affairs as prescribed.
According to Mr. Da, the change was when the Government issued Decree No. 85/2023/ND-CP dated December 7, 2023. Provincial People's Committees are assigned the authority to preside over the organization or decentralize and authorize the consideration of promotion to professional titles of civil servants from rank I and below to affiliated agencies and units.
In addition, the implementation process still faces many difficulties due to the comprehensive change of the system of legal normative documents in the transitional period.
Regulations related to codes, professional title standards, appointments, salary rankings and professional title promotions for teachers have been adjusted and amended many times through different stages, leading to no small amount of confusion in implementation at the local level.
Mr. Da emphasized that, implementing the guidance of the Central Government and Decision No. 20/2026/QD-UBND dated March 12, 2026 of Dak Lak Provincial People's Committee on decentralizing the authority to organize the consideration of professional title promotion for the Department of Education and Training and the Commune-level People's Committee, the provincial education sector is focusing on drastically implementing the promotion consideration steps according to regulations.
Currently, the Department of Education and Training is urgently carrying out procedures to ensure that promotion consideration is implemented in accordance with regulations, publicly, transparently and ensure legitimate rights for teachers in the province," Mr. Da said.
Regarding this issue, Mr. Truong Cong Thai, Vice Chairman of Dak Lak Provincial People's Committee, requested relevant units to urgently review and implement promotion consideration to ensure the rights of teachers.
Units cannot just cite objective reasons or blame external factors to explain the prolonged delay in the past time. At the same time, functional sectors need to apologize to the teaching staff because the implementation was not timely.
As Lao Dong newspaper has reported, many teachers in Buon Ma Thuot reflect on the situation of slow consideration for professional title promotion, directly affecting income and work psychology.
According to statistics, by the end of 2025, Dak Lak province had only 42 teachers promoted from rank IV to rank III and 218 teachers promoted from rank III to rank II. The promotion from rank II to rank I alone has not recorded any cases.
Notably, high school and vocational education - continuing education teachers in the province have not yet had any cases considered for promotion.
Currently, the entire education sector of Dak Lak province has more than 38,000 managers, teachers and lecturers.
