HCMC - The new administrative apparatus must complete the arrangement and smooth operation before March 1, to avoid affecting the settlement of records of people and businesses.

The Ho Chi Minh City People's Committee has just issued an urgent document on the implementation of the arrangement of the administrative apparatus, specialized agencies and public service units under the City People's Committee, Thu Duc City People's Committee and districts.

According to the direction, heads of agencies and units advise the Ho Chi Minh City People's Committee (through the Department of Home Affairs), competent authorities to issue regulations on the functions, tasks, powers and organizational structure of their agencies and units in accordance with regulations. The completion deadline is February 26.

After completing the arrangement, agencies and units must quickly stabilize the organization, including arranging headquarters, professional departments, and operations, registering new seals (if any changes) and other procedures to ensure uninterrupted operations.

All of this work must be completed before March 1, 2025, to avoid affecting the process of receiving and processing documents of people and businesses.

The Ho Chi Minh City People's Committee requires administrative agencies and public service units to thoroughly disseminate the idea to all cadres, civil servants, public employees and workers. All difficulties and problems in the implementation process must be resolved promptly or reported to the Ho Chi Minh City People's Committee for specific instructions.

The People's Committee of Thu Duc City and the People's Committees of districts and towns are responsible for submitting to the People's Councils at the same level to issue a resolution to establish specialized agencies according to their authority, and at the same time organizing other administrative units according to regulations.

Ho Chi Minh City Police are assigned to complete the project to receive a number of new functions, including: Drug addiction treatment and post-drug addiction management; criminal records and performing public services for issuing criminal records; testing and issuing road motor vehicle driving licenses; network information safety and security.

On February 20, the Ho Chi Minh City People's Council passed a resolution on the rearrangement of the Ho Chi Minh City administrative apparatus.

After the arrangement, the Ho Chi Minh City People's Committee reduced from 21 specialized agencies to 16, including: Department of Finance; Department of Home Affairs; Department of Construction; Department of Transport; Department of Science and Technology; Department of Culture and Sports; Department of Tourism; Department of Ethnic Minorities and Religions; Department of Natural Resources and Environment; Department of Health; Department of Education and Training; Department of Justice; Department of Industry and Trade; Department of Food Safety; Office of the City People's Committee; City Inspectorate.

In Thu Duc City, the number of agencies under the People's Committee decreased from 16 to 14, while districts and towns decreased from 12 to 10.
