People in Thai Binh have not been compensated after donating land for road construction

Thai Binh - For more than 2 years, hundreds of households in Hung Ha district have not received compensation and support for site clearance despite donating land to build roads.

Recently, Lao Dong Newspaper received a petition from representatives of 163 households in Trung Ngoc and Dinh villages, in the old Dan Chu commune, now Quang Trung commune (Hung Ha district, Thai Binh province) reflecting: In 2022, these households donated land to serve the project of expanding and upgrading the traffic route passing through the area.

Since 2023, the project has been completed and put into use and exploitation. However, up to now, people have not yet received compensation and support for site clearance for assets and trees on the land donated to the project. The total amount of money that the competent authority has not paid to the people is up to billions of VND.

On March 19, Lao Dong reporters returned to the locality to investigate and verify the above reflections.

Mr. Dinh Van Dinh (residing in Trung Ngoc village, Quang Trung commune, Hung Ha district) said: "In 2022, our locality will be given a superior investment in a project to renovate and upgrade the road from DT.452 road (old DT.224 road) 2.9km long through Dan Chu commune, Hung Ha district to Quynh Chau commune, Quynh Phu district. With the propaganda and mobilization of the government, the people of Trung Ngoc and Dinh villages agreed and unanimously donated 100% of the residential land and garden land affected by the project to build traffic roads.

At that time, the leaders of the Party Committee - People's Committee of Dan Chu commune and the district's officials also went to each house to review and count the assets of the project and trees on the donated land to serve as a basis for compensation and financial support after demolition for our people. We thought we would receive this funding after that, but until now, after 2 years of completing the project and putting it into use, we have not received any change."

Mr. Dinh and representatives of the households expressed their concern because in 2024, Dan Chu commune was merged with Diep Nong commune and Hung Dung commune to form a new commune called Quang Trung. People said that they have come to the commune many times to ask questions and make recommendations to demand money but have not been resolved.

It is known that to serve the expansion, renovation and upgrading of the above project, 163 households of the two villages have donated about 5,000 - 6,000m2 of residential land and guard land located near the edge of the old road without requesting or demanding compensation for land. Many families had to demolish gates, beams, auxiliary works, and trees because they were on the donated land. The project also affected and had to reclaim rice-growing land from many other households, but so far, many households have not received compensation.

According to estimates, the total amount of money that households in Trung Ngoc and Dinh villages have not been compensated or supported for both assets on donated land and recovered agricultural land is about 4 billion VND. In Trung Ngoc village alone, 101 households have not received compensation with a total cost of over 1.6 billion VND.

"Many households after demolishing the construction had to hire workers, buy materials to rebuild gates, beams, surrounding walls, auxiliary works... but until now they still do not have money to pay the workers. We asked many times but the superiors kept promising and refusing to repeat. The commune was merged last year, and will continue to merge here, while the district-level government is about to end its operations, we don't know who we will have to ask to receive the money to", Mr. Vu Van Kieu (residing in Trung Ngoc village, Quang Trung commune, Hung Ha district) worried.

Need to urgently complete procedures to pay people

Regarding the incident, on the afternoon of March 19, responding to Lao Dong reporter, Mr. Dinh Cong Chuyen - Deputy Secretary of the Quang Trung Commune Party Committee, former Chairman of the People's Committee of Dan Chu Commune (old) - confirmed that the people's reflection was correct.

"The project has been implemented for more than 2 years, in terms of investment policy, all construction and installation costs are guaranteed by the State, and site clearance costs are paid by the commune. After the project was implemented, the People's Committees of the commune and district agreed to assign the Land Fund Development Center and the District Industrial Cluster as the agency to receive the dossier and conduct the inventory of the value of assets on the land. However, up to now, there has been no decision by the competent authority approving the counting results as a basis for the commune to pay the people. Although the previous steps and documents have been completed," said Mr. Chuyen.

Through discussions with the leaders of the Hung Ha District Construction Investment Project Management Board (the project investor's representative unit), it is known that the District Land Fund Development Center and Industrial Cluster have completed the dossier, made a plan to transfer to the District Department of Agriculture and Environment for appraisal and approval as a basis for funding for the people.
