The Ba Ngoi Maritime Canal (Cam Ranh Bay) is organized and operated by the Vietnam Maritime and Waterway Administration.
The Ministry of Transport (now the Ministry of Construction) previously had a policy to dredge and maintain the Ba Ngoi maritime route to meet the design standards for ships entering and leaving ports in the area of the Vietnam Maritime and Waterway Administration.
According to the plan, Ba Ngoi canal will be dredged to the design blockage - 10.5m with an expected volume of about 400,000 m3. The project will be implemented in 2 years 2024 - 2025.
From the beginning of 2025 to now, Cam Ranh City People's Committee has issued 2 notices for people to clear aquaculture cages within the Ba Ngoi shipping route and the area receiving dredged material for maintenance of the Ba Ngoi shipping route.
However, up to now, there are still many aquaculture cages within the construction area and the affected area of the project.
Reflecting to the authorities of Khanh Hoa province, some people supported the socio -economic development policies and policies of the Party and the State, however, they also asked the authorities to consider the interests - damage, especially to fully assess the environmental impact of the project for aquaculture activities that are stable in this area.
Meanwhile, Mr. Tran Anh Toan - a resident of Cam Ranh - said that implementing a dredging project at the mid-year time - also the peak of a crop lasting 9 - 12 months - will affect the assets, efforts, and borrowed capital of the people.
From this reality, Mr. Tran Anh Toan recommended that competent authorities consider postponing the implementation of the Ba Ngoi Port maritime drainage project to 2026, so that people have time to proactively end the farming crop, relocate cages...
In response to the people's petition, a representative of the Department of Agriculture and Environment of Cam Ranh City explained that the Ba Ngoi Maritime Canal maintenance dredging project is a project implemented by the Vietnam Maritime and Waterway Administration according to the Plan of the Vietnam Maritime and Waterway Administration and reported to the Ministry of Construction.
Mr. Tran Anh Toan's proposal to postpone the project implementation time to around February - March 2026 is not under the decision-making authority of Cam Ranh City People's Committee.
Therefore, the Department of Agriculture and Environment requested Mr. Toan to send a petition to the Vietnam Maritime and Waterway Administration for consideration and resolution.
Dredged materials will be dumped at business premises
Khanh Hoa province has agreed on the location for receiving dredging and maintaining the Ba Ngoi maritime channel at the premises of Hong Moc Production Service Trading Private Enterprise (Hon Quy village, Cam Thinh Dong commune, Cam Ranh city).
Through a review of the situation at the Ba Ngoi shipping channel and the area receiving dredged material, there are many spontaneous encroachment cages for aquaculture.
The encroachment of aquaculture cages into the maritime channel poses many potential risks to the safety and security of maritime activities on the Ba Ngoi maritime route and affects the dredging and maintenance of the Ba Ngoi maritime channel.
