Component project 2: Construction of a parallel railway line in the North (section from Ring Road 4 to the junction of the left dike of Pho Day River) was approved by Phu Tho Provincial People's Committee according to Decision No. 1851/QD-UBND dated June 9, 2026, with a total investment of nearly 343.6 billion VND.
According to the reporter's investigation, the Vinh Phuc Regional Project Management Board (the investor) recently issued a notice inviting bids for the project's construction package with a price of more than 316.1 billion VND, using medium-term public investment capital for the period 2026 - 2030.
After having the contractor selection results, the winning bidder will construct the road starting point at Ring Road 4, connecting to the Northern route project, the section from Hop Thinh - Dao Tu to Ring Road 4 is under construction; the ending point at the left dike of Pho Day River.
The route has a total length of 4.673 km, including the main route about 4.118 km long and 2 branch routes about 0.555 km long.
According to the design, the main route has a roadbed width of 24 m, a road surface width of 16 m (8 m on each side), a left sidewalk width of 1.5 m, a right sidewalk width of 4.5 m and a median strip width of 2 m.
The two branch lines are designed with a roadbed width of 9 m, a road surface width of 7 m, a reinforced sidewalk width of 1 m (0.5 m on each side) and a dirt sidewalk width of 1 m (0.5 m on each side).
Investment items on the route include foundation, road surface, bridge over the Phan River, drainage system, lighting, green trees, sidewalks (section through residential areas) and traffic safety system.
According to the investor, the project is invested to gradually complete the urban transport infrastructure framework according to the approved plans, meeting transportation needs in the route area and surrounding areas, and at the same time reducing traffic volume on National Highway 2, the section from Vinh Yen to Viet Tri and vice versa.
Along with that, the project aims to exploit the land fund along the route and surrounding areas, gradually completing according to the planning of Vinh Phuc province before, now belonging to Phu Tho province, which has been approved; creating motivation to attract investment and promote socio-economic development.
