The project to improve and upgrade National Highway 28B through Binh Thuan and Lam Dong provinces has a total route length of about 69km, of which the section through Binh Thuan is about 51km long.
This project started in April 2024. The contractor arranged many construction teams at the locations where the land was allocated. However, in Binh Thuan, there are still many locations with land issues.
The People's Committee of Bac Binh District, Binh Thuan has issued land recovery notices, including 557 households/area of 12.1ha and 14 organizations/area of 24.5ha. Up to now, 461 households/area of 8.86ha have been inventoried, the remaining 96 households/area of 4.5ha; 13 organizations/area of 23.01ha have been inventoried, the remaining 1.5ha/1 organization has not been inventoried.
Currently, the Land Fund Development Center of Bac Binh district has transferred the legality of land origin for 288 records/area of 5.67 ha, the District Compensation Council has met to approve 64 cases/area of 0.78 ha. At the same time, the State-managed land area of 22.6 ha/24.5 ha has been handed over to the Investor to implement the project.
According to this locality, the current difficulty is the procedures related to selecting a consultant contractor to build specific land prices so that the locality can carry out compensation and site clearance for the project.
The investor is Project Management Board 5 (Vietnam Road Administration) is actively coordinating with the People's Committee of Bac Binh district and relevant departments and branches of Binh Thuan province in the process of implementing compensation, site clearance and carrying out procedures related to forested areas in accordance with current regulations.
At the same time, direct the contractor to focus on human resources to organize the construction to be complete and neat, avoid spreading out the construction items, pay attention to ensuring traffic safety on the route, handle drainage, clean the road surface, and ensure smooth traffic.
The project to renovate and upgrade National Highway 28B is expected to be completed in the first quarter of 2026. This is the shortest route connecting two tourist centers: Da Lat city, Lam Dong province and Mui Ne in Phan Thiet city, Binh Thuan province.
In addition, it also strengthens regional connectivity, meeting transportation needs on the East-West corridor, connecting the Central Highlands region to the South Central provinces.
