Mr. Pham Quoc Chinh - Director of the Ninh Binh Province Traffic Construction Investment Project Management Board (investor) of the Ninh Binh - Hai Phong Expressway Construction Investment Project, the section passing through Ninh Binh province, said that after a period of efforts to complete legal procedures according to regulations, on the morning of April 19, the Ninh Binh - Hai Phong Expressway Construction Investment Project, the section passing through Ninh Binh province, will officially start construction.
Mr. Chinh said that in accordance with the direction of the Government, the Prime Minister, Ninh Binh province determined that the investment project to build the highway road of Ninh Binh - Hai Phong highway, the section through Ninh Binh province has a particularly important role in the development of Ninh Binh province. Therefore, the province has established the Provincial Steering Committee to implement the project by the Chairman of the Provincial People's Committee as the Head of the Committee and regularly reviews the weekly work to urge and review the project implementation progress. At the same time, holding meetings as soon as difficulties and problems arise to discuss how to solve.
Up to now, the investor has completed the procedures to select contractors for 18/20 packages with a total estimated package value of VND 4,387,618.81 billion and signed contracts with the winning contractors for construction packages and supervision consultants.
The districts of Yen Mo and Yen Khanh where the project passes through have declared and counted all 2,501 affected organizations, individuals and households with a total affected area of about 227 hectares. Of which, there are about 5.8 hectares of residential land and the site clearance fee has been paid for by 618.75 billion VND.
"Currently, the province has fully approved the planning and land use plans of Yen Khanh and Yen Mo districts, completed the arrangement of 10 resettlement areas and reviewed and determined the plan to return affected technical infrastructure works, ready to implement the project as soon as conditions are met" - Mr. Chinh said.
According to Mr. Chinh, in terms of capital, up to now, the total capital allocated for the project is 4,953 billion VND, of which the central budget is 3,000 billion VND in the 2025 Public Investment Plan and the Ninh Binh provincial budget is 1,953 billion VND in the 2024 - 2025 plan.
Talking to PV Lao Dong newspaper, Mr. Nguyen Cao Son - Vice Chairman of Ninh Binh People's Committee said that after about 1 year since the Prime Minister was assigned to be the governing body, Ninh Binh province has implemented and completed procedures quickly. Up to now, the Ninh Binh - Hai Phong Expressway Project, the section through Ninh Binh province, meet the conditions to organize the commencement to celebrate the 50th anniversary of the liberation of the South and the reunification of the country.
"Ninh Binh province has issued a decision on approving the project adjustment, accordingly, the implementation time of the Ninh Binh - Hai Phong Expressway Construction Investment Project, the section passing through Ninh Binh province, will be shortened to 3 years (from 2024 - 2026, the initial decision is from 2024 - 2029)" - Mr. Son said.
The Ninh Binh - Hai Phong expressway construction investment project, the section passing through Ninh Binh province, has a route length of 25.3km; starting point at Mai Son intersection connecting with the North - South expressway in the East (in Mai Son commune, Yen Mo district), ending point at the Day River overpass connecting Ninh Binh and Nam Dinh provinces (in Khanh Cuong commune, Yen Khanh district).
The project has a scale of 4 complete lanes, a design speed of 120km/h, a roadbed width of nearly 25m, and a road surface width of 15m. The entire route will have 12 bridges, including 3 overpasses for people and 3 interconnecting intersections. The total investment is VND6,865 billion, including the central budget and the Ninh Binh provincial budget.
