The Ministry of Construction drafts a Circular regulating mechanisms and policies for managing service prices in the aviation sector.
According to the Ministry of Construction, the political basis of the draft is according to Notice No. 420-TB/VPTW of the Party Central Committee Office announcing the conclusion of General Secretary and President To Lam on the visit and working session with agencies and units at the Long Thanh International Airport Construction Investment Project site.
The document states: "Increase the international attraction of Long Thanh: Request the Government to direct the Ministry of Finance, Ministry of Construction, Ministry of Foreign Affairs, Vietnam Airports Corporation, Vietnam Airlines Corporation, and businesses to soon develop policies to attract international airlines to operate.
There must be a mechanism for fees, charges, ground services, maintenance, and transshipment of goods to compete internationally, and at the same time implement a strategy to promote and promote the global market, so that Long Thanh International Airport becomes a priority destination for international airlines, and a new gateway for Vietnam to the world.
The goal is that international passengers coming to Vietnam choose Long Thanh for convenience, convenience and satisfaction; international airlines choose Long Thanh for efficiency, service quality and attractive investment environment.
Document No. 12290/VPCP-CN of the Government Office on the implementation of the conclusion of General Secretary, President To Lam at the inspection of the Long Thanh International Airport construction investment project site.
The document states: "The Ministry of Finance and the Ministry of Construction, based on their assigned functions and tasks, direct ACV and relevant agencies to develop policies to attract international airlines to operate.
In which, it should be noted that there must be a mechanism for fees, charges, ground services, maintenance, and internationally competitive goods transit, and at the same time, implement a strategy to promote and promote the global market, so that Long Thanh International Airport becomes a priority destination for international airlines, a new gateway of Vietnam to the world; to be completed before the Project goes into commercial operation".
Regarding the content of the draft Circular, the Ministry of Construction said that it basically inherits the regulations in Circular No. 44/2024/TTBGTVT, and at the same time adjusts the following main contents:
Supplementing preferential price policies at newly put into operation airports. Adjusting price incentives for airlines operating regular international flights to and from Vietnam at a time when no airline operates regularly in the period of at least 12 months before that.
Removing some services from the list priced by the State, including: Aviation security services (due to switching to a fee mechanism), Airport and airport land lease services; Essential basic services at airports; Franchising the exploitation of aviation technical services.
Supplementing services to the list priced by the State: Franchising the exploitation of aircraft maintenance services, aircraft engines, aircraft propellers and aircraft equipment in Vietnam; Official specialized and specialized aircraft leasing services taking into account the element of reserve aircraft, using state budget.
Technically adjust the names of some services in the list of services priced by the State to be consistent with the provisions of the new Law.
Abolish regulations on the method of collecting service fees for passengers and ensuring aviation security.
Responsibilities of relevant agencies and units to be consistent with the provisions of the new Law and the arrangement of the state apparatus under the state management of the Ministry of Construction.
Clarify the contents of resolving difficulties and obstacles arising in practice such as: Service prices for training flights; aircraft landing at other landing points (not the planned landing point) for force majeure reasons.
