On November 18, Dong Nai Provincial People's Committee announced the conclusion of Mr. Vo Tan Duc - Chairman of the Provincial People's Committee at a working session with the Department of Transport on state management of the transport sector in the province.
In the concluding announcement, regarding the handling of traffic congestion at Gate 11 intersections and Vung Tau crossroads, Chairman of Dong Nai Provincial People's Committee Vo Tan Duc assigned the Department of Transport to preside over and coordinate with relevant units to study and propose investment plans to build and complete these intersections under the form of public-private partnership (PPP) investment.
Previously, Dong Nai Provincial People's Committee also proposed to continue exploiting National Highway 51 toll station and Bien Hoa bypass toll station to invest in 2 intersections Gate 11 and Vung Tau intersection.
According to the Dong Nai Provincial People's Committee, the total investment in phase 1 is expected to be over VND6,000 billion. In case it is not possible to invest in the form of BOT, the Dong Nai Provincial People's Committee proposes that the Government consider investing with budget capital. Of which, the central budget supports nearly VND3,200 billion, the local budget invests over VND2,800 billion.
The Ministry of Transport later issued a document announcing the conclusion of Deputy Minister Le Anh Tuan at the meeting on investment in the construction of these two intersections.
According to the Ministry of Transport, BOT projects in the area have stopped collecting tolls, so investing in adding the two above-mentioned intersections to the BOT project contract is not feasible.
By October 2024, in an official dispatch sent to the National Assembly Delegation of Dong Nai province in response to the petition of voters of the province regarding investment in the Vung Tau intersection and Gate 11 on National Highway 51, the Ministry of Transport said that it had sent a document to the Dong Nai Provincial People's Committee agreeing that it was necessary to study investment in renovating the two above intersections.
At the same time, the People's Committee of Dong Nai province is requested to direct relevant units to complete the research content, including the investment plan in the form of BOT.
