On the afternoon of August 1, the Traffic Police Department (CSGT, Ministry of Public Security) said that traffic accidents involving trucks and passenger cars increased, accounting for 1/3 of the total cases in the first 6 months of this year.
Traffic participation awareness of drivers in transport business is still limited, especially in some cases of intentional violations such as: driving low-speed vehicles in the left lane close to the median strip (especially large trucks, container trucks); constantly changing lanes, hindering and limiting the ability of the highway to circulate.
"This is one of the causes of traffic accidents and traffic congestion in recent times," said a representative of the Traffic Police Department.
Therefore, the Traffic Police Department requested the Vietnam Road Administration to coordinate in implementing the pilot plan to reorganize traffic, divide lanes, and divert traffic on the Hanoi - Hai Phong expressway and the Phap Van - Cau Gie expressway section.
In phase 1, speed lane division and vehicle traffic flow for trucks will be organized
For the Hanoi - Hai Phong expressway (from Km0+000 to Km105+417): Organize traffic by dividing speed lanes and traffic flow in one direction as follows:
- For the left lane within the same median strip (Lan 1), the maximum speed is regulated at 120km/h, the minimum speed is 90km/h, trucks are prohibited from operating in this lane;
- For the mid-lane close to the left lane in the end (Lan 2), the maximum speed is regulated at 100km/h, the minimum speed is 80km/h, all cars operate in the lane;
- For the same outside lane as the emergency lane (Lan 3), the maximum speed is regulated at 100km/h, the minimum speed is 60km/h, all cars operate in the lane.
For the Phap Van - Cau Gie expressway section (from Km182+300 to Km211+250), the speed lane division and vehicle flow on one direction of the road are as follows:
- For the left lane within the same median strip (Lan 1), the maximum speed is regulated at 100km/h, the minimum speed is 80km/h, trucks are prohibited from operating in this lane;
- For the mid-lane close to the left lane in the end (Lan 2), the maximum speed is regulated at 100km/h, the minimum speed is 70km/h, all cars operate in the lane;
- For the same outside lane as the emergency lane (Lan 3), the maximum speed is regulated at 100km/h, the minimum speed is 60km/h, all cars operate in the lane.
In phase 2, speed lane division and vehicle diversion will be organized for trucks and passenger cars
For the Hanoi - Hai Phong expressway:
- Keep the lane division as in phase 1.
- Prohibit trucks and passenger cars from operating on the left lane within the same median strip (Lan 1).
For the Phap Van - Cau Gie expressway section:
- Keep the lane division and disruption as in phase 1.
- Prohibit trucks and passenger cars from operating on the left lane within the same median strip (Lan 1).
The Traffic Police Department also requested the Vietnam Road Administration to urgently install signs for maximum speed, minimum speed, no-vehicle signs, and corresponding lane division signs on the elevated bridge railing (or columns that need to be raised).
The Traffic Police Department also recommends painting maximum and minimum speed signs on the road according to the plans of each stage, repeat once every 15-20 km; review and repaint blurred and peeling lane division lines to fix them.
Organize the placement of signs announcing the types of vehicles allowed to travel in lanes on toll gates that do not stop at toll stations, ensuring compliance with the plan of each stage, to divert trucks and passenger cars to avoid conflicts in traffic flow, causing congestion at toll stations.
