On July 26, the Ministry of Justice announced the Appraisal file of the draft Decree regulating the regime, policies and assurance work for organizations and individuals involved in the search and collection of martyrs' remains developed by the Ministry of National Defense.
In the draft, the Ministry of National Defense proposed a number of new policies compared to the current one. Accordingly, regarding the regime and policies for individuals performing the task of searching for and collecting martyrs' remains:
Propose a monthly responsibility allowance of 0.5 compared to the basic salary according to the Government's regulations at the time of implementing the regime for salary recipients, compared to the secondary military rank allowance for non-commissioned officers and soldiers.
The duration of the period of enjoyment is from the actual month of performing the task of searching and collecting martyrs' remains to the month of completing the task according to the plan for searching and collecting martyrs' remains of competent authorities.
The allowance is increased by 20% of the salary level of military rank or current rank, level plus leadership position allowance, seniority allowance beyond the framework (if any) for those who are currently receiving salary or military rank allowance for non-commissioned officers and soldiers on duty in the country; equal to 100% of the salary level of military rank or current rank, level plus leadership position allowance, seniority allowance beyond the framework (if any) for those who are currently receiving salary or military rank allowance for non-commissioned officers and soldiers on duty abroad.
The above allowance is calculated monthly, in case of not having enough months, it is implemented as follows: From 15 days or more, the allowance is calculated as 1 month, less than 15 days are calculated as 1/2 month.
At the same time, it is proposed to eat an additional 2 times the basic meal allowance of non-commissioned officers and infantrymen on duty abroad, calculated from the date of departure to perform the task of searching and collecting martyrs' remains until entering the country; equal to 1 time the basic meal allowance of non-commissioned officers and infantrymen on duty in the country, calculated according to the time spent on the task of searching and collecting martyrs' remains (organized for meals, not paid in cash).
Receive a compensation regime of 0.2 basis salary/person/day calculated based on the actual days of performing the task of surveying, verifying information, organizing activities to search for and collect martyrs' remains.

According to the Submission accompanying the draft Decree, the forces assigned to search for and collect martyrs' remains are of special and specific nature; very heavy, toxic, and must work regularly and continuously when there is information about martyrs and martyrs' graves; working hours are usually from 10 hours/day to 12 hours/day, in conditions far from home, away from family, away from residential areas; in places with harsh climate and weather, many areas and areas still have bombs and explosives; harsh and difficult terrain; large labor intensity, greatly affecting health.
In addition, the number of martyrs' remains that need to be searched and collected is still large (about 180,000 martyrs' remains), there needs to be synchronous and comprehensive solutions, including priority policies and regimes to speed up the search and collection of martyrs' remains.
