The project to build trade union institutions in My Tho Industrial Park, Trung An Industrial Park, Tien Giang Province, now Dong Thap Province, is invested with trade union financial capital on a land area of about 3 hectares in Trung An Ward.
The project was implemented by the Vietnam General Confederation of Labor under Decision No. 655 dated May 12, 2017 of the Prime Minister, with a detailed plan at a scale of 1/500 and submitted to the People's Committee of Tien Giang province for approval, including: 928 apartments for sale, lease, lease-purchase; multi-purpose houses and technical infrastructure systems.
On June 7, 2017, the Vietnam General Confederation of Labor approved the investment policy and completed procedures according to the provisions of law and approved the project. Accordingly, the project has completed the multi-purpose house and technical infrastructure system.
On November 17, 2023, the National Assembly passed the Housing Law, which stipulates that "The Vietnam General Confederation of Labor is the managing agency for investment projects to build social housing using trade union finances for workers and laborers eligible for social housing rental policies".
This is the legal basis for the Vietnam General Confederation of Labor to change the form of investment from building apartments for sale, leasing to investing in apartments for workers and laborers to rent.
On that basis, the Vietnam General Confederation of Labor has adjusted the 1/500 scale Master Plan in accordance with the provisions of the Housing Law, approved by the People's Committee of Tien Giang province (old) to adjust the 1/500 scale Master Plan.
On December 10, 2024, the Trade Union Project Management Board submitted to the Tien Giang Provincial Department of Construction for appraisal the adjusted Construction Investment Research Report and was appraised by the Tien Giang Provincial Department of Construction.
The Vietnam General Confederation of Labor has approved the project adjustment with the main items including: 4 blocks of 8-storey houses with a total floor area of 38,460m2, with 526 apartments for rent with basic equipment and furniture: elevators, beds, wardrobes, kitchen cabinets... and 2 2-storey bus companies with a total floor area of 1,200m2 with a total investment of 449 billion VND.
Speaking at the groundbreaking ceremony, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang informed that the Vietnam Trade Union organization, after 96 years of construction and development, has always identified the central role and task as representing, caring for, and protecting the legitimate and legal rights and interests of union members and workers. Trade unions at all levels strive to implement solutions to care for and improve the material and spiritual life of workers and laborers, especially essential issues of housing, kindergartens, cultural institutions, sports, etc.
The trade union social housing project under the trade union institutional construction project started today is the first project invested by the Vietnam General Confederation of Labor with trade union financial capital under the Housing Law No. 27/2023/QH15 dated November 27, 2023. The project has great significance in improving the cultural and spiritual life, creating conditions to solve part of the housing difficulties of union members and workers of enterprises in industrial parks in Dong Thap province in particular and the whole country in general. Thereby, contributing to building an increasingly strong Vietnamese working class.
Deputy Prime Minister Mai Van Chinh emphasized that from now on, the completion time is not long, so he suggested that the People's Committee of Dong Thap province direct relevant agencies of the province to closely coordinate with the Vietnam General Confederation of Labor and the Project Investor in the implementation process, creating the best and most favorable conditions for the project to ensure quality, progress and above all, absolute safety.
The Deputy Prime Minister believes that the project will be implemented smoothly, contributing directly to improving the lives of workers, developing urban areas, and improving the landscape in the province. This will also be a good premise for the next trade union social housing projects for workers and laborers for hire of the Vietnam General Confederation of Labor.
