The Ministry of Construction advises the Government to draft a Decree on administrative sanctions for violations in the road sector. The draft Decree stipulates that the commune police chief has the following authority:
Warning fine.
Fine up to VND 15,000,000 for violations in the road sector.
revoking the right to use a license or practice certificate for a period of time or suspending operations for a period of time.
Confiscate the exhibits and means used to commit administrative violations with a value not exceeding VND 30,000,000.
Apply the prescribed remedial measures.
The commune police chief has the authority to sanction some violations of road regulations as follows:
Arbitrarily attaching to the road signboard content that is not related to the meaning and purpose of the road.
Illegally using road land or road safety corridors as a place to gather or transit goods, supplies, construction materials, machinery, equipment, and other items.
Discharging construction wastewater from construction works onto the streets.
Taking livestock on the road roof; tying livestock to trees on both sides of the road or to markers, signs, fences, and auxiliary works of road traffic.
Arbitrarily climbing abutments, pillars, and bridge girders.
Arbitrarily lighting fire on or under bridges; anchoring ships or boats under bridges or within the global safety corridor.
Arbitrarily build embankments, splash water over the road surface; place water pumps, pump sand over the road, and put out fires on the road surface.
Arbitrarily dismantling, moving, hanging, placing, damaging, misusing the purpose of use or distorting traffic signs, lights, barriers, markers, kilometre points, road markings, protective walls, protective railings, and boundary markers.
Arbitrarily demolishing, dismantling sidewalk curbs or illegally repairing and renovating sidewalks.
Illegally demolishing median strips, bridge mirrors, works, traffic safety equipment on roads, components, and accessories of road works.
Arbitrarily removing and opening sewer covers and station covers of underground works and the Nen system on traffic routes.
Build or establish bus stations, parking lots, rest stops, road stops, road toll stations, vehicle weight control works without the consent of competent state management agencies according to regulations;
No support or assistance is provided to elderly passengers, children who cannot get in and out of the car by themselves, people with physical disabilities or visual impairments.
Collecting ticket fees but not giving them to passengers; collecting ticket fees higher than prescribed.
