According to the submission submitted by leaders of the two localities to Prime Minister Pham Minh Chinh and Deputy Prime Minister Tran Hong Ha on an investment plan to build the Phu Yen - Dak Lak expressway, from the North - South expressway in the East to National Highway 14 under the public-private partnership (PPP) method, the BOT contract has State capital participation.
Regarding the total investment scale, the expected length is 122km, the starting point intersects with the North-South expressway in the east, the end point intersects with National Highway 14. The scale of 4 lanes is complete, with continuous emergency lanes, roadbed width is 24.75m, designed speed of 100km/h.
The total investment capital is about VND 29,655 billion, the project implementation period is from 2025 to 2029.
The investment in the Phu Yen - Dak Lak expressway aims to form an East - West horizontal axis connecting the Central Highlands with the South Central Coast, connecting the vertical axis system (North - South expressway in the East, North - South expressway in the West, Ho Chi Minh road, Truong Son Dong road, National Highway 1, coastal road).
At the same time, promoting the effectiveness of projects that have been and are being invested in, meeting transportation needs; creating room and momentum for regional spatial development with a synchronous and modern technical infrastructure system, social infrastructure, connecting economic centers, seaports, dry ports, border gates, economic zones, industrial parks, connecting the North - South and East - West economic corridors to open up new development space.
According to the leaders of the two localities, currently, National Highway 29 connecting the main provinces of Phu Yen - Dak Lak still has many sections with narrow roads, small curved road radius, low road surface structure, locally damaged, only to ensure smooth traffic needs.
The policy of merging Phu Yen and Dak Lak provinces, the administrative center located in Dak Lak province, the above expressway is to meet the transportation needs, connect Tuy Hoa - Buon Ma Thuot cities and connect ports, industrial parks, economic zones to serve tourism development, economy - society, and ensure national defense - security.
Therefore, the two localities recommended that the Government prioritize investment in the Phu Yen - Dak Lak expressway from the North - South expressway in the East to National Highway 14 with an investment process before 2030.
The Prime Minister is requested to consider approving investment in projects under the PPP method, BOT contract and adding the project to the investment portfolio from the central budget in the medium-term plan for the period 2026 - 2030. Assign the People's Committee of Phu Yen province (before the merger of provinces) and the People's Committee of the new Dak Lak province (when the province is merged) to be the competent authority to implement the investment project to build the Phu Yen - Dak Lak expressway, the section from the North - South expressway in the East to National Highway 14.
