Dien Bien Provincial People's Committee has just issued a decision approving the fee for granting rights to exploit sand and gravel minerals as ordinary construction materials at the Nam Hua stream bed, Nom village, Bung Lao commune, with a total amount of more than 1.72 billion VND.
According to the decision, Thanh Minh Mineral Investment Co., Ltd. is the unit responsible for paying this amount. Mineral reserves calculated for rights include 1,417m3 of yellow sand, 11,509m3 of black sand and 13,474m3 of gravel and gravel.
The calculation price for mining rights for yellow sand is 358,360 VND/m3, black sand is 203,360 VND/m3 and gravel and gravel is 210,800 VND/m3. The rate of mineral mining rights fees is determined to be 30.25%.
The total amount to be paid is over 1.7 billion VND. The amount is divided into 10 installments, each year the enterprise pays 172.08 million VND, implemented from 2026 to 2035.
Previously, on August 28, 2026, the Chairman of Dien Bien Provincial People's Committee issued Mineral Exploitation License No. 1941/GP-UBND to Thanh Minh Mineral Investment Co., Ltd. in the sand and gravel mine point area of Nam Hua stream in Nom and Chan villages, Bung Lao commune.
The licensing of construction material mines takes place in the context of Dien Bien preparing to implement a series of large projects.
Statistics from the Department of Construction show that in the period 2026 - 2030, the whole province has nearly 60 large projects that need to use large volumes of construction stone, sand and soil for filling and leveling.
In which, the demand mainly focuses on transportation projects such as the Son La - Dien Bien - Tay Trang Border Gate expressway (phase 1) and the project to upgrade National Highway 12 to A Pa Chai Border Gate.
These two projects alone are expected to require about 3.2 million cubic meters of construction rock, nearly 600,000 cubic meters of sand and about 8.6 million cubic meters of embankment and leveling soil.
Proactively preparing materials immediately is expected to contribute to removing one of the major bottlenecks of investment projects, creating conditions for key projects to be implemented on schedule, promoting infrastructure and socio-economic development of the province in the coming period.
