On the afternoon of November 3, Hanoi City Police (CATP) held an online conference on the development of social housing (NOXH) in the Capital Police.
The conference aims to thoroughly grasp the direction of the National Assembly, the Government and the Ministry of Public Security on specific policies for developing social housing in the People's Public Security force - a policy of practical significance, contributing to ensuring conditions for settling down and working for officers and soldiers.
Speaking at the conference, Lieutenant General Nguyen Thanh Tung - Director of Hanoi City Police - said that the development of social housing for the People's Public Security force in the city has achieved some new steps.
CATP is coordinating with the Departments of Professional Affairs of the Ministry of Public Security, departments, branches and sectors of the city to urgently implement 19 projects with an expected estimated 20,532 social housing units for police officers and soldiers in the area.
However, besides the advantages, there are still many challenges such as: Land funds in the city center are very limited; procedures for investment construction and appraisal of investors are not really open; financial capacity, preferential loans for officers and soldiers still need to be expanded; management and supervision work to prevent profiteering of social housing policies...

The Director of Hanoi City Police emphasized 8 key tasks, including the requirement to promptly advise on the issuance of a Resolution on housing development in the CATP for the 2026-2030 period, clearly defining the goals, roadmaps and responsibilities of each level and unit; proactively removing obstacles in procedures, land funds, and site clearance to ensure project progress.
Regarding the work of confirming the dossier for social housing policies for officers and soldiers in the CATP, Lieutenant General Nguyen Thanh Tung stated:
- Regarding confirmation to officers, soldiers, units at the Department level and equivalent, assign heads of units to report and submit to the Deputy Director of CATP in charge of the unit for approval and signing.
- Regarding confirmation for commune-level police officers and soldiers, commune-level police chiefs are required to sign confirmation for officers and soldiers in accordance with the provisions of Circular 56 dated November 5, 2024 of the Minister of Public Security.
Heads of units in CATP are responsible for confirming the dossier for social housing policies for officers and soldiers, preventing policy profiteering.
Regarding the allocation of social housing for officers and soldiers of the CATP, to ensure the most optimal benefits for officers and soldiers, Lieutenant General Nguyen Thanh Tung suggested that officers and soldiers register according to practical needs, near the location and work unit to ensure good implementation of assigned tasks (officers and soldiers register for social housing in the central area but far from the location and work unit, it will be more difficult to allocate because this is an area with many units under the Ministry of Public Security and the CATP stationed, the number of officers and soldiers registered is large).
Priority units are allocated in the following order:
- First is the number of officers and soldiers who do not have houses under their ownership;
- Second is the number of officers and soldiers with houses but the average area per capita is less than 15m2;
- Third is the number of officers and soldiers with houses but far from the workplace;
In addition, priority will be allocated to officers and soldiers of the Commune-level Police where the Project is being implemented, officers carrying out site clearance and social housing development.
