On May 16, Lam Dong Provincial People's Committee announced that it had issued a Plan to build a Project to establish urban administrative units in the province in 2026 to concretize the Central Government's policies and meet the requirements of urban development in the new period.
According to the plan, the development of the project aims to establish urban administrative units in accordance with development planning, state management requirements and the urbanization process of the locality.

From there, contributing to improving the effectiveness and efficiency of management in the fields of planning, land, population, urban order, environment and technical infrastructure.
The implementation is also expected to contribute to promoting socio-economic development, improving the quality of public services, promoting administrative reform and digital transformation, towards a civilized, modern, smart and climate change adaptive urban model.
The project to establish urban administrative units includes 5 parts: Legal basis, current development status, establishment plan, impact assessment and conclusions, recommendations; accompanied by appendices, geographical maps, statistical data and documentary films for appraisal.
The project development process is carried out in many steps, starting from the communes reviewing the current situation, developing reports, requesting policies, organizing to collect voters' opinions, completing dossiers and submitting them to competent authorities for consideration. The entire dossier is expected to be completed to be submitted to the Government and the Ministry of Home Affairs before June 15, 2026.
Lam Dong Provincial People's Committee assigned the Department of Home Affairs to be the focal agency, presiding over the synthesis and development of the general project and monitoring and urging implementation.
Relevant departments and agencies such as the Department of Finance, Department of Construction, Provincial Police, Department of Agriculture and Environment, and Provincial Statistics are responsible for providing data, guiding criteria and coordinating project development.
The People's Committees of communes are required to organize the review of urban standards, develop projects, collect voters' opinions and complete dossiers according to schedule.
For localities that have met the conditions such as: Duc Trong, Ham Thuan Nam and Cu Jut, the province will focus on completing the project to establish wards according to the approved policy.
According to regulations, urban administrative units (wards) must meet the standards of population size of 21,000 people or more, natural area of 5.5km2 or more; have the role of a provincial or sub-regional general or specialized center.
The urban population ratio must reach 50% or more; the economic structure ensures the proportion of industry - construction and services from 70% or more; non-agricultural labor reaches 70% or more; local budget revenue ensures balance; average income is higher than the provincial average and the poverty rate is lower than the general level.
