Hung Yen - The policy of relocating and rebuilding Van Noi communal house and Hung Khanh pagoda has been agreed upon to expand the Memorial House of Mrs. Hoang Thi Loan.

This policy has been agreed upon by the Department of Culture, Sports and Tourism and the Vietnam Buddhist Sangha of Hung Yen province, creating a basis for implementation in accordance with legal regulations.

Consent from the people

Inaugurated in 2005, the Memorial House of Mrs. Hoang Thi Loan in Van Noi village (Viet Tien commune, Hung Yen province) is imbued with traditional architecture, harmonizing with the rural space of the Northern Delta. Not only is it a spiritual destination, it is also a "red address" for people from all walks of life inside and outside the province to offer incense, commemorate, and express gratitude to President Ho Chi Minh's mother.

Faced with the increasing practical needs for cultural and religious living space, Viet Tien commune organized a people's meeting to inform about the plan to expand the premises of the Memorial House and Temple of Mrs. Hoang Thi Loan. At the meeting, the local government presented specific goals, project scale as well as plans to relocate Van Noi communal house and Hung Khanh pagoda to a new, more spacious land area.

After being fully disseminated, the majority of people expressed their agreement and support for the policy. Many opinions believe that this is a necessary step to restore and promote the historical and cultural values of the relic, while meeting the needs of community activities in the future.

Mr. Hoang Tuan Hai - Head of Van Noi village said that from the beginning, people were clearly informed about the planning: "Initially, some households were still hesitant, but after being specifically explained, most agreed and supported it.

According to Mr. Hai, keeping the communal house and pagoda in their current location is no longer appropriate when the area has been identified as the Memorial House and temple complex of Mrs. Hoang Thi Loan. The overlapping existence of many works not only affects the overall architecture but also limits the possibility of expansion and long-term development of the relic.

Completing the legal basis, creating conditions for implementation

On the management agency side, the Department of Culture, Sports and Tourism of Hung Yen province has issued a document agreeing on the policy of relocating and building a new Van Noi communal house and Hung Khanh pagoda at the planned location, in order to serve the expansion of the grounds of the Hoang Thi Loan Memorial House Relic Site.

The Department requests the People's Committee of Viet Tien commune to implement the steps to ensure compliance with the provisions of the Law on Belief and Religion, the Law on Construction and related legal regulations. Regarding the proposal to rank relics at the national level, localities need to base on the criteria according to the 2024 Law on Cultural Heritage to prepare dossiers to submit to competent authorities for consideration.

In parallel with that, the Standing Committee of the Vietnam Buddhist Sangha of Hung Yen province has also officially expressed its support for the relocation of Hung Khanh Pagoda. Through practical surveys and grasping the thoughts of monks, nuns, Buddhists and people, the Sangha believes that the relocation of the pagoda from its current location with a cramped area to a new spacious land area, convenient for traffic, is necessary and suitable for reality.

This policy has received high consensus from the abbot of the pagoda, Buddhists and local people. According to the Provincial Buddhist Sangha, the relocation not only meets the needs of religious activities but also expresses a deep gratitude to Ms. Hoang Thi Loan.

The Church also requested the local government to pay attention to supporting Hung Khanh Pagoda in the process of developing new construction designs in the direction of preserving traditional architecture, harmonizing the general landscape; and at the same time guide the establishment of a construction board, mobilizing socialized resources so that the project can be implemented smoothly soon.

With the consensus of the people and the unity of religious agencies and organizations, the policy of relocating and rebuilding Van Noi communal house and Hung Khanh Pagoda has sufficient grounds for implementation. When completed, the project will complete the cultural - spiritual space and enhance the value of the Hoang Thi Loan Memorial House Relic.
