Difficulties with illegal construction and tombs
The National Highway 15D phase 1 traffic road project in Quang Tri province is more than 21km long, with a total investment of 1,940 billion VND, passing through My Thuy, Dien Sanh, Vinh Dinh communes. According to statistics, the section passing through Dien Sanh commune is 13.21km long, with a total planned recovered area of about 61.3ha, related to 534 land plots and affecting about 297 organizations, households, and individuals. For the section from National Highway 1A to Cam Lo - La Son expressway, most of which is forest land, the locality has signed land acquisition regulations for 90/95 plots. The section from National Highway 1A to the border of Vinh Dinh commune has completed 428 plots, reaching about 95%. However, the biggest difficulty currently is the existence of more than 30 illegal construction works and more than 100 graves located within the site clearance area, mainly in the East of National Highway 1A. In Hau Truong village, Dien Sanh commune, many temporary works are erected with corrugated iron and iron frames located within the project area. Ms The project is paved with concrete foundation, surrounded by corrugated iron, living conditions are still lacking. Not only Ms. Tinh's family, this area also has many rows of other temporary houses, some of which are uninhabited, causing difficulties for the work of counting, handling and mobilizing people to dismantle.
Mr. Le Xuan Nam - Vice Chairman of Dien Sanh Commune People's Committee - informed that the locality has made records for illegal constructions, and at the same time promoted propaganda and mobilized people to voluntarily dismantle.
In My Thuy commune - a locality located at the beginning of the route, the area requiring site clearance is less, but problems arise. According to Mr. Le Dac Trieu - Vice Chairman of My Thuy Commune People's Committee, so far the locality has handed over about 1km of the beginning of the route to the construction unit. The remaining part has completed land origin verification, asset valuation and public disclosure of compensation plans.
Large disbursement schedule pressure
According to the Quang Tri Provincial Department of Construction, by the end of January 2026, the project investment preparation work has been completed, shortened by about 5 months compared to regulations. However, the site clearance progress is still slow compared to the requirements. At the time of commencement at the end of January 2026, localities had only handed over about 2km on a total length of more than 21km, along with 5 bridge construction locations.
Mr. Hoang Nam - Standing Vice Chairman of Quang Tri Provincial People's Committee - said that the province has regularly inspected and urged the progress of site clearance and assigned direct responsibility to the Chairmen of the People's Committees of communes: Vinh Dinh, Dien Sanh, My Thuy. The deadline for completing site clearance is determined before April 30, 2026 and is considered a criterion for evaluating the level of task completion. My Thuy commune strives to complete it before April 15, 2026.
