Construction progress reached nearly 50% of the volume
On November 16, a representative of the Traffic Construction Investment Project Management Board (Quang Tri Department of Construction) said that the Dong Hoi City Central Railway Overpass and Road Project (old), one of the province's key projects, has currently reached 49.4% of the construction volume, equivalent to VND 46.7 billion out of a total value of VND 94.5 billion.
The Traffic Construction Investment Project Management Board said that if the problems of site clearance (GPMB) are resolved in November, the project can be completed in 2025 as planned. However, up to now, the handover of the site has not been completed according to the direction of the Provincial People's Committee, affecting the construction progress.
According to Lao Dong Newspaper on November 16, the project is under construction, the construction site has dozens of workers doing the work. The location of the approach road is still stuck with land clearance.
Regarding the disbursement situation, the project has so far disbursed 105.87 billion VND out of a total investment of 160 billion VND (reaching 66.2%). In 2025 alone, the disbursement value will reach 52.07 billion VND (49% of the plan) and the Management Board is expected to complete 100% of the capital plan this year if the site is handed over early.
In Dong Thuan ward (a key area of the project), there are still 74 cases (72 households and 2 organizations) whose compensation and support plans have not been approved. Of which, 21 cases have made their plans public since August 2025; 45 cases have announced land recovery, but only 33 households have been counted; 5 cases are not eligible to issue land recovery notices.
Notably, 2 households (Nguyen Tien Dung, Nguyen Thi Bich Cau) did not agree with the compensation plan in cash and requested compensation in land because they thought that the recovered land was agricultural land originating from a plot of land with a house, eligible to be converted into residential land. Although the authorities have dialogue and mobilized them, the two households have not yet reached an agreement.
Proposal to remove bottlenecks to speed up progress
In Dong Hoi ward, there are also 2 unfinished cases of land acquisition, including the Vietnam - Cuba Dong Hoi Friendship Hospital ( Regarding fences and liquidation assets) and the ice factory and purified water plant of Mr. Nguyen Khanh Ha. These cases have been counted, evaluated and the plan is being finalized for approval.
Mr. Pham Dinh Ban's household has received compensation but has not yet demolished the house to hand over the site due to a family funeral.
Representatives of the Project Management Board requested Dong Hoi and Dong Thuan wards to urgently direct and coordinate with relevant units to remove obstacles and quickly resolve administrative procedures to speed up compensation, support for site clearance and resettlement.
This is a key traffic project, of special significance in reducing congestion, ensuring traffic safety, connecting the central area with the main routes of the province. If the site clearance work is resolved in November, the project can be completely completed in 2025", affirmed a representative of the Project Management Board.
The Management Board also added that in parallel with the construction work, the unit will continue to closely coordinate with localities, promote propaganda, and mobilize people to agree to ensure progress.
The 1.15km long Dong Hoi city central railway overpass and road project is expected to start construction in 2022, with completion expected by the end of 2025. The project has 2 packages including a bridge construction package (contract value of more than 85 billion VND) and a road construction package (more than 13.4 billion VND).
