Removing site obstacles
The Dong Hoi city central railway road and overpass project is 1.15km long, starting in 2022, with completion expected by the end of 2025. The project has 2 packages including a bridge construction package (contract value of more than 85 billion VND) and a road construction package (more than 13.4 billion VND).
According to Lao Dong Newspaper in late July, at the project site, construction units have resumed implementation after a period of suspension of bored pile drilling activities to construct the M1 pillar abutment. The restart took place right after the site for part of the project had just been handed over.
According to Mr. Le Tuan Loi - Head of the Economic - Infrastructure and Urban Affairs Department of Dong Thuan Ward (Quang Tri Province) - up to now, the locality has approved and paid compensation in the 5th phase to 6 households at the foot of the bridge (4 resettlement households, 1 household compensated by land, 1 household adjusting specific land prices) and 3 organizations. In the fourth phase, a household subject to resettlement has handed over the site.
However, there are still 3 households at the foot of the bridge that have not agreed on a compensation and support plan. The Ward People's Committee is continuing to dialogue and persuade households to complete the procedures soon. In particular, along Nguyen Cong Hoan Street, 24 households have announced land reclamation and are being counted for assets; the remaining 48 households are waiting to verify the origin and time of land use to issue a reclamation notice.
Speed up construction progress
Mr. Nguyen Ngoc Quy - Director of the Traffic Construction Investment Project Management Board (Quang Tri Department of Construction) - said that the project was approved by the People's Committee of Quang Binh province (old) in Decision No. 4292/QD-UBND dated December 24, 2021 and adjusted in Decision 76/QD-UBND dated January 13, 2023. In total, the project affects 97 cases, including 91 households and 6 organizations in 2 wards: Dong Hoi and Dong Thuan.
In Dong Hoi ward, 12/13 cases have been paid, reaching more than 91%. Another organization (related to the fenced assets of the Vietnam - Cuba Dong Hoi Friendship Hospital and the liquidated collective house) is counting assets.
Regarding the construction progress, the contractor has completed the M2 abutment, T2 pillar and cast 38/45 railway overpass girder films. Currently, the M1 abutment is under construction and is preparing to deploy the T1 helmet bar. For the road section, the vertical drainage system is basically completed; the contractor is implementing a cross-drainage system in areas without land clearance problems.
The Project Management Board is closely coordinating with the People's Committees of Dong Hoi and Dong Thuan wards to resolve existing problems, especially on Nguyen Cong Hoan Street. If the site clearance work is completed in August 2025, the investor will focus its efforts and speed up the progress to complete the entire project in 2025.
