Land clearance problems
The Dong Hoi City Central Railway Overpass and Road Project (Quang Binh Province) is invested by the Department of Transport (GTVT) of Quang Binh Province, the Provincial Traffic Construction Investment Project Management Board is the investor's representative.
The project consists of two packages: the bridge section has a contract value of more than 85 billion VND and the road section is more than 13.4 billion VND. The total length of the entire route and bridge is 1.15 km, connecting the Ha Van Quan - Ton That Tung road axis with the Nguyen Cong Hoan - Phan Dinh Phung route.
This project is of great significance in regulating inner-city traffic, reducing congestion, especially at intersections between roads and railways, creating favorable conditions for people and contributing to promoting the socio-economic development of the area. However, although construction started in October 2022 with an expected completion time of 36 months, the project has so far only built pillars.


According to Lao Dong Newspaper's reporter on February 18, the project has no construction workers, and many grass and trees grow outside. The pillars have been built. Many long iron bars placed in the project show signs of rust.
According to the Project Management Board, the construction site is almost stalled due to not yet completed site clearance.
The Department of Natural Resources and Environment of Dong Hoi City said that within the scope of site clearance for the project, there are 96 affected cases in Nam Ly and Bac Ly wards. Many households have not been able to clear the land because the land acquisition scope of the project coincides with another project.
Resettlement work also faces difficulties due to differences in people's needs and lack of consensus among relevant parties.
In the bridge construction package, although more than half of the construction time has passed, only a few piers have been built.
Efforts to resolve but there are still no changes
To remove obstacles for the project, the People's Committee of Dong Hoi City recently held a meeting with the participation of the Department of Transport and related units to find solutions to speed up the site clearance progress. However, up to now, the construction site is still lacking workers, with no signs of construction returning.


In the face of the above situation, removing obstacles in site clearance is a prerequisite for the project to continue to be implemented on schedule, helping to reduce traffic pressure for Dong Hoi City.
Recently, the People's Committee of Quang Binh province has issued a document directing departments, branches, sectors, localities, and investors of projects to report and review projects, works, and works that are behind schedule, have long-term backlogs, and are ineffective, causing great loss and waste.

In 2024, at the request of the Department of Planning and Investment, the People's Committee of Quang Binh province agreed to withdraw 13 projects, which are investment projects that have not leased land, have not deposited funds, and are behind schedule. All 13 projects above have a total land use area of more than 39 hectares, a total investment of more than 261 billion VND, all of which are beyond the completion deadline and have not been implemented, leading to revocation.
