Mr. Trinh Xuan Thuy - Chief Inspector of Thanh Hoa province - has just sent a document to the departments: Finance, Natural Resources and Environment, Construction; Tax Department of Area X; Chairman of Thanh Hoa City People's Committee requested to provide documents and records related to the Toan Thanh Lake Resettlement Area Project (Ba Dinh Ward, Thanh Hoa City) to serve the inspection.
This is a content in the plan to implement the direction of the Steering Committee for Anti-Corruption, Wastefulness and Negativity of Thanh Hoa province, requesting the Provincial Inspectorate to review projects at risk of causing loss and waste, including the Toan Thanh Lake project.
According to the records, in November 2004, the People's Committee of Thanh Hoa province planned a Toan Thanh lake inter- resettlement area with an area of nearly 6,000m2. However, the survey work is not close to reality, the planning overlaps with stable residential areas on legal land, and the arrangement of resettlement land funds for households eligible for compensation is not arranged, leading to problems in site clearance, forcing many times to adjust the planning.
In 2005, the People's Committee of Thanh Hoa province approved the land auction floor price of more than 2.2 million VND/m2. The winning bidder was Thanh Hoa Investment and Construction Company (now Thanh Hoa Construction Joint Stock Corporation).
A total of 47 households are affected by the project, including 20 households that had to be relocated, 27 households that had to relocate their houses and a low-voltage station that had to be relocated. 21 households have received compensation with a total of nearly 12 billion VND, of which 16 households have handed over the land, while 5 households have not yet handed over.
On October 11, 2021, Thanh Hoa City People's Committee and Thanh Hoa Construction Joint Stock Corporation agreed to liquidate and terminate the contract because the project violated regulations on organizing an auction when site clearance had not been completed.
It is known that in addition to the Toan Thanh Lake project, the Steering Committee for Anti-Corruption and Negative Affairs of Thanh Hoa province also requested inspections of a series of other projects with signs of waste and prolongation, including the Ham Rong Conference Center worth 160 billion VND, which has been abandoned for many years in Ham Rong Ward, Thanh Hoa City.
