Hesco project builds unsafe wastewater treatment plant, requested to stop construction

The Hesco high-rise commercial - office - apartment center project built a wastewater treatment plant that does not ensure safety, and was requested by functional agencies to stop construction.

Residents near the project worry about a series of risks

Hesco Commercial Center, Office, High-rise Apartment Project (Hesco project) is located at 135 Tran Phu Street, Ha Dong Ward, Hanoi City. The project investor is the Joint Venture of Irrigation Equipment Joint Stock Company and Thang Long Vietnam Housing and Urban Development Group Joint Stock Company.

Currently, the high-rise buildings at the project have been basically completed, and the investor is continuing to construct the landscape infrastructure.

At the beginning of June, some residents living next to the project reflected to Lao Dong Newspaper reporters about inadequacies related to the investor's construction of a wastewater treatment plant.

According to reports, the Hesco project has been built for a long time and is partly adjacent to a row of individual houses of households in alley 131 Tran Phu street (Ha Dong). At the end of May 2026, the project investor started construction of an underground wastewater treatment plant, located next to individual houses. This construction is reflected as not ensuring a safe distance and causing many concerns.

Mr. D. Q. L - retired official representing households writing in the petition - said: "The area of alley 131 Tran Phu street includes individual houses of people that were built more than 30 years ago. The current condition of the house foundation system is mostly rudimentary, old structure, and the load-bearing and geological load-bearing capacity has greatly decreased over time.

The Hesco project's implementation of the wastewater treatment plant item at a distance too close to the walls of households is creating an extremely dangerous risk. The process of excavating deep soil, lowering groundwater levels or vibrations from construction machinery is at high risk of causing soil shift, subsidence of foundations and cracks in house structures. This directly and seriously threatens the safety of our property and lives.

Ha Dong Ward requests suspension of construction

On June 2nd, the Economic, Infrastructure and Urban Department of Ha Dong ward conducted an inspection of the Technical Infrastructure item of the Hesco project.

The inspection record clearly stated: "At the time of inspection, the wastewater treatment plant item had drilled and stuffed piles, reaching a quantity of 81/232 piles. In addition, the landscape infrastructure of the apartment building is being completed.

According to the minutes, the representative of the investor said that the 1/500 detailed plan approved in 2008 does not show the location of the wastewater treatment plant. By 2019, Decision No. 3353/QD-UBND required the Project to have a wastewater treatment plant with a capacity of 1,335m3/day and night.

The investor said that he had proposed to adjust the planning to arrange the location of the wastewater treatment plant but was not approved by the Hanoi People's Committee, so he built an underground wastewater treatment plant according to the current status of the project.

However, according to the minutes, the location of the wastewater treatment plant that the investor is constructing is only about 0.6 - 1m away from the residential area of alley 131 Tran Phu. Meanwhile, according to the National Technical Regulation on Construction Planning QCVN 01:2021/BXD, the environmentally safe distance is 15m.

From the inspection activities, the functional agency of Ha Dong ward issued a conclusion: Requesting the investor to stop construction of construction items and installation of wastewater treatment stations. Contacting functional agencies to complete legal documents in accordance with regulations. In case the investor does not comply, the Economic, Infrastructure and Urban Department will advise the Ward People's Committee to handle according to regulations.
