The project to build a cluster of technical infrastructure for social infrastructure works in Me Tri ward, Nam Tu Liem district, Hanoi with a total area of over 16,000m2 is planned to include: Cultural - sports center, kindergarten, ward police headquarters, works serving community activities, green areas and sports fields. This is a project expected to bring many public utilities, contributing to improving the quality of life for local people.

According to the plan, after the project is completed, people in the area will enjoy a modern system of cultural - educational - sports institutions, meeting their living and physical training needs. However, since its implementation in 2015, the project has been in a state of unfinished operation. The land is planned to become a place to gather construction materials and household waste, causing environmental pollution and spoiling the urban beauty.
According to Lao Dong Newspaper reporters at the head of Dong Me Street (opposite the headquarters of Me Tri Ward People's Committee) - where the project is being implemented - only the headquarters of Nam Tu Liem District Electricity Company has been built and put into use. The remaining items have not been implemented yet.
Because most of the land is already under the planning area, many households are affected when they cannot repair or rebuild their houses. Deteriorated roads, unfinished infrastructure works turn this area into a garbage dump, car parking, spontaneous trading... seriously affecting people's lives and activities.
Ms. Nguyen Thi Lan (residing in lane 40 Dong Me) shared: "When there was a project implementation policy, people were very happy, hoping that there would soon be a green area and sports field to serve the community. But up to now, after many years, the project has not been implemented synchronously, making the area dusty, messy and shabby".

The project was approved in principle by the Hanoi People's Committee in 2007, but construction did not start until 2015. This is a complex project, the site clearance process has encountered many difficulties due to changes in policies and management mechanisms, forcing policy adjustments up to 8 times. In September 2024, the People's Committee of Nam Tu Liem District established a new Land Clearance Council, applying the compensation level according to the 2024 Land Law.
Also according to the ward People's Committee, there are currently a number of land areas within the project scope that is overlapping with the project to build Me Tri - Do Duc Duc road (about 155m²). Particularly, the land for Cultural Center of Me Tri commune has liberated 1,749m², along with 1,217m² of ditch land managed by the ward. The working group is conducting surveys, surveys, measurements, counting and preparing compensation plans and resettlement support to complete the land acquisition procedures and hand over to the Management Board of Construction Investment Projects of Nam Tu Liem District.
Vice Chairman of Me Tri Ward People's Committee - Mr. Do Duc Thong - informed: On December 10, 2024, Nam Tu Liem District People's Committee issued Decision No. 2942/QD-UBND approving the adjustment of the project implementation time, extending to the end of 2026.
Thus, the project completion time frame has been set. However, to avoid prolonged delays, people hope that problems will be resolved soon, the construction progress needs to be accelerated, thereby creating a green - clean - beautiful living space, convenient for the community, while avoiding waste of land resources and state budget resources.
