On December 15, the Dak Lak Provincial People's Committee Office announced that the Ministry of Construction had issued a document agreeing to assign the Provincial People's Committee as the competent authority to organize the study and construction of the Phu Yen - Dak Lak expressway. Currently, the Provincial People's Committee Office is advising on the issuance of documents to assign departments and branches to advise the Provincial People's Committee to implement investment research work.
Previously, the Dak Lak Provincial People's Committee sent a document to the Ministry of Construction stating that after Phu Yen province and Dak Lak province merged, the new province has an area of about 18,096 km2, ranking third in the country. In that context, the formation of a transport route that plays the role of "backbone" of infrastructure is an essential requirement to effectively connect economic - administrative centers, key production areas, airports and seaport systems.
At the same time, National Highway 29 - the main connecting route between the East and the West of Dak Lak province - currently has many narrow, degraded sections.
Also according to the Dak Lak Provincial People's Committee, the Phu Yen - Dak Lak expressway is expected to be about 122 km long (the starting point intersects with the North - South expressway in the East, the end point intersects with National Highway 14); the scale of 4 complete lanes, designed speed of 100 km/h.
According to preliminary calculations, the total investment of the project is about 30,980 billion VND. The project is implemented under the public-private partnership (PPP) method.
It is expected that the proportion of state capital participation will not exceed 60% (about VND 19,142 billion). In case there are no participating investors, the province recommends that the Prime Minister allow the project to be implemented in the form of public investment.
