The Standing Committee of the Dien Bien Provincial Party Committee has just issued Project No. 19-DA/TU on ending the activities of the Party Committees of districts, towns and cities and establishing Party Committees of communes and wards under the Provincial Party Committee.
After the arrangement, the whole province will end the activities of 10 district-level Party Committees and 129 commune, ward and town-level Party Committees. On that basis, the province will establish 45 new commune and ward Party Committees under the Provincial Party Committee, corresponding to 45 commune-level administrative units after the merger.
Regarding the payroll, the entire team of cadres, civil servants, public employees and workers working at Party agencies, authorities, fronts and district-level unions will be transferred to the new communes and wards.
It is expected that after the arrangement, the total number of positions transferred to the commune level will be 453, including 433 civil servants and 20 public employees. The new Party Committees of communes and wards will be arranged from 15-17 positions for Party work, the Fatherland Front and socio-political organizations; some special units can be arranged up to 20 positions.
The team of key leaders at the commune level after the merger will be selected from the current district-level cadres.
The number of executive committee members is 27-33 members. In which, a merged party committee, merged from 2 communes (wards) or a commune party committee that is not subject to consolidation or merger, the maximum number of positions shall not exceed 27 positions; a merged party committee, merged from 3 communes (wards) or more, the maximum number shall not exceed 33 positions.
The number of Standing Committee is 11 members.
