On December 21, according to Lao Dong's source, the People's Committee of Cao Bang province issued document No. 3903/UBND-CN on reminding and rectifying the consultation work of the Department of Industry and Trade after discovering a series of serious errors in a report submitted to the Provincial People's Committee.
Many of these errors are identified as having the characteristics of using artificial intelligence (AI) tools but have not been fully controlled and assessed.
The content of the document shows that after reviewing Document No. 4030/SCT-QLCN of the Department of Industry and Trade on the summary report on the implementation situation, results achieved and directions for the coming time, along with the draft report of the Provincial People's Committee, Chairman of the Cao Bang Provincial People's Committee Le Hai Hoa commented that the quality of consultation has not met requirements, revealing many shortcomings in terms of form, content and implementation methods.
The report of the Department of Industry and Trade appears to be full of spelling errors, basic technical errors such as typing incorrectly, writing poorly or distorting words: "open data" into "open data", "nurture businesses" into "buy", "opportunites and challenges" into "opportunites and advances", "C campaign" into "winter race", "27 conferences" are converted into "27 parliamentares" or even "27 national congresses".
These seemingly simple errors appear with significant frequency, showing that the review and inspection of documents before signing has not been seriously implemented.
Not stopping at spelling errors, many specialized terms in the report were also used incorrectly or seriously distorted, completely changing the nature of the advice.
Phrases such as strengthening the border belt traffic axis have been turned into the steel bar of the border belt; building a seedling garden into building a similar tree; online meeting platform has been turned into online exhibition platform; educational ecosystem into biocultural attitude education system.
Many state management contents are also expressed incorrectly, making it difficult to understand and implement tasks.
Especially serious is the incorrect information about the law and the prosecution data. The content of "discovery, verification, handling of 94 cases; prosecution of 51 cases, 91 defendants" was transformed into "discovery, handling of 94 work; launching 51 services, 91 possible devices", completely changing the legal nature of information, potentially causing great misunderstanding in direction and operation.
The report also made serious mistakes when writing incorrect names for scientific tasks, programs, and topics; incorrect names for relics and historical and cultural sites; even distorted the names of legal documents, issuers, and citations, causing the report to lose legality and value.
The People's Committee of Cao Bang province stated that the synthesis showed many errors in the report that were characterized by the use of AI tools in document drafting but were not controlled and appraised by professional staff, violating the principles of AI management and use according to the issued trusted AI framework.
From the above errors, the Chairman of the People's Committee of Cao Bang province requested the Director of the Department of Industry and Trade to review and clarify each error, determine the cause, and comprehensively rectify the consultation work; at the same time, tighten the process of using AI, ensure that all content created by AI must be inspected, controlled and held responsible before use.
The Provincial People's Committee requested the Department of Industry and Trade to consider this a serious lesson in disciplining consultation and discipline in the use of digital tools in state administrative agencies, not to let similar errors repeat in the future.
