On the morning of September 28, at the conference to review and assess the consequences of storm No. 3, Lao Cai Provincial Party Secretary Pham Xuan Phong said that he is continuing to assign local forces to search for missing people and treat the injured.
After the Army and Police withdrew, Lao Cai is focusing on searching on-site at Lang Nu. In the past 2 days, 1 more case has been found. Currently, there are 9 cases in Lang Nu that are still being searched for.
The province is focusing on building houses for people whose homes were completely damaged or who died. It is focusing on building 3 resettlement areas: Lang Nu, Nam Tong and Kho Vang according to the Prime Minister's instructions, striving to complete them by December 31.
Up to now, 100% of students have been able to go to school, health care has stabilized, telecommunications and electricity have been restored to the same level as before the storm.
Lao Cai has stopped inspections, checks, drills, and exercises in the province to focus on recovery work, stabilizing production and business, cutting costs and working extra on Saturdays from now until the end of the year to save funds to support flood relief.
Regarding lessons learned, Mr. Dang Xuan Phong said that local forecasting and warning work was not accurate. There were areas where high risks were forecasted but did not occur there but occurred elsewhere.
In addition, the ability to withstand and adapt is not good in highland and mountainous areas; the response in many places is still confused and not good; the equipment lacks professionalism.
Also at the conference, Yen Bai province leaders said that storm No. 3 had caused very heavy damage to the locality, killing 54 people, injuring 42 people, and flooding 27,000 houses.
To date, Yen Bai has had 19,600 households return home, but there are still about 2,500 households that have completely lost their homes or whose homes are unsafe.
The Provincial People's Committee has also submitted to the Provincial People's Council a resolution to exempt tuition fees for public schools in the 2024-2025 school year.
In particular, Yen Bai province is focusing on repairing the dike system, especially the Thac Ba lake area, which will complete troubleshooting before the 2025 flood season.
Yen Bai recommends that the Government continue to pay attention to and support the repair of transport, health, education and agricultural production infrastructure damaged by the storm; make every effort to bring Yen Bai province back to normal and stabilize people's lives as soon as possible.
Chairman of Cao Bang Provincial People's Committee Hoang Xuan Anh said that households whose houses collapsed or had to be urgently evacuated have been provided with adequate temporary accommodation.
At the same time, Cao Bang has started construction of 2 resettlement areas, expected to be handed over on October 30; by December 31, all people who lost their homes must have homes.
The Ministry of National Defence alone provided seven helicopters to reach hard-to-reach areas. The relief work was carried out very promptly.
