The project to build the road from To Huu street to extended road 70 (section from Van Phuc, Ha Dong ward to residential group 13, Dai Mo ward) started in 2016, with a total investment of more than 581 billion VND. However, after nearly 10 years of implementation, the project is still unfinished due to problems in site clearance.
The road was once expected to contribute to reducing traffic congestion in the area. However, currently, this area is often congested during peak hours, posing a potential risk of traffic unsafety.
Currently, Dai Mo Ward People's Committee - the new investor of the project - sets a goal to completely resolve existing problems, striving to open the entire route to traffic in the fourth quarter of 2026.

Records of Lao Dong Newspaper reporters show that the beginning of the route connecting to road 70 (belonging to Ha Dong ward) to Louis City Dai Mo urban area, about 300m long, has a large number of vehicles passing through every day, especially during peak hours. However, this section has only been constructed half of the roadbed on the right side, the rest has not been deployed, and many "potholes" and dust have appeared, causing difficulties for traffic.
According to Mr. Nguyen Van Binh (resident of Dai Mo street), prolonged construction has seriously degraded the road. "On rainy days, the left side of the road is often flooded; on sunny days, dust flies everywhere whenever vehicles pass by. We have repeatedly proposed to speed up the progress but so far it has not been improved," Mr. Binh said.

Notably, the end section of the project passing through residential group 13, Dai Mo ward (adjacent to Dai Mo Urban Functional Area and B32 Thang Long residential area), near the Aeon Mall Ha Dong area, exists a "bottleneck" of about 200m long. During peak hours, this area often experiences prolonged congestion. Some sections have completed site clearance but have not been constructed, being occupied as car parking and garbage collection places, making the road even more narrow.
The unfinished construction situation makes the road dusty in sunny weather and muddy and slippery in rainy weather. Meanwhile, the area is densely populated but the infrastructure is not synchronized, posing many risks of traffic unsafety. In particular, the section passing through HH3. 1, HH3. 2 apartment buildings, Dai Mo urban functional area and B32 Thang Long residential area has a narrow and degraded road surface, with many "potholes", and many traffic accidents have occurred recently.
According to Mr. Hoang Minh Hai - Vice Chairman of Dai Mo Ward People's Committee, the main reason for the slow progress of the project is due to problems in site clearance.
The project has a total recovered area of 62,358.4m2, involving 178 households using agricultural land, 90 households using residential land and 4 organizations. To date, the locality has completed the recovery of the entire area of agricultural land (28,026.4m2). For 90 households with residential land, plans have been approved for 83 households with an area of 3,873.6m2; the remaining 7 households have not been approved for compensation, support and resettlement plans. In addition, there are about 5 graves at the end of the project that have not been relocated.

The main reasons are difficulties and obstacles related to land plot consolidation and block consolidation for eligible households; overlapping boundaries between adjacent projects; along with that, some households have not agreed with the compensation and support plan.
Representatives of Dai Mo Ward People's Committee said that this is a key project. After implementing the 2-level local government model, the ward was assigned to be the investor and is focusing on removing "bottlenecks", especially in site clearance and resettlement arrangement.
To ensure the rights of the people, the People's Committee of Dai Mo ward has proposed to the People's Committee of Hanoi City to allocate resettlement land fund in land plot DD1 and TT5-TT6 area, belonging to the Land Use Right Auction Area of Xuan Phuong ward for eligible households. Currently, the locality is coordinating with the People's Committee of Xuan Phuong ward to implement this work, and at the same time continue to mobilize households to hand over land.
To date, the project implementation volume has reached about 80%. However, the remaining 20% is the most difficult part, directly related to land clearance for residential land and tomb relocation.
The People's Committee of Dai Mo ward requests construction units to be ready with manpower and equipment to deploy immediately when there is clean ground. It is expected that resettlement and site clearance will be completed in the second quarter of 2026; striving to complete the project and put it into operation in the fourth quarter of 2026," Mr. Hoang Minh Hai said.
