People in Dak Lak suffer with the 1,500 billion VND bypass project

For many years, compensation and site clearance have not been carried out in the area of ​​the Ho Chi Minh Highway adjustment section to the east of Buon Ma Thuot City (Dak Lak Province). In this area, the roads are degraded, and people are waiting wearily to be relocated to a new place.

People are miserable because of the slow project implementation.

The Ho Chi Minh Road project, the eastern bypass of Buon Ma Thuot city (Dak Lak province) has a total investment of more than 1,500 billion VND from the central budget. The project is about 39.07 km long and is invested by the Dak Lak Provincial Management Board of Transport Construction Investment and Rural Development Projects (Board A). According to the initial planning approved by the Prime Minister, the starting point of the project is connected to the end point of the Buon Ho town bypass and intersects with National Highway 14 at km1758+00. The starting point of the project continues through the rubber plantation plot, so the compensation cost will be low. However, in 2020, the Ministry of Transport adjusted and moved the starting point of this project to km1758+946 in Cuor Dang commune, Cu Mgar district. Thus, this new location is nearly 1km from the original planning location.

With this adjustment, the starting position of the Buon Ma Thuot City East Bypass project has been adjusted from a perennial crop land to a densely populated area, resulting in many compensation and site clearance costs.

These days, after many heavy rains, the road surface in Ko H'Neh village, Cuor Dang commune, Cu M'Gar district has seriously degraded. However, large trucks loaded with soil, rocks, and construction materials still run busily on the road full of potholes... seriously affecting the lives of local people.

Ms. Le Thi Hien - a resident of this area - is fed up because for more than 3 years now, many groups of officials have come down to measure, count to compensate and clear the 140m2 of her family's land. However, they come and go, the family has been waiting forever for compensation and a new resettlement location.

There is no permanent solution yet.

According to the approved plan, the cost of land clearance for the Ho Chi Minh Road bypassing the eastern part of Buon Ma Thuot City is 400 billion VND. By 2022 and 2023, the Ho Chi Minh Road bypassing the eastern part of Buon Ma Thuot City project has increased the land clearance cost by 300 billion VND. Regarding this incident, the project investor and related parties only ask to admit shortcomings and learn from experience.

The leaders of Board A confirmed that the first section of the East Buon Ma Thuot City bypass project has 13 households subject to site clearance. These households all reside in Cuor Dang Commune, Cu M’gar District. The task of site clearance and resettlement at the starting point of the Ho Chi Minh Highway, East Buon Ma Thuot City bypass, has been assigned to the People’s Committee of Cu M’gar District.

"The Dak Lak Provincial People's Committee assigned the Cu M'gar District People's Committee to complete compensation and resettlement in August 2024. However, the Cu M'gar District People's Committee raised some difficulties in infrastructure, which need to be re-evaluated and continue to request an extension of the resettlement progress. The unit is also drafting and reporting to the Provincial People's Committee on the difficulties and problems so that the Provincial People's Committee can give instructions" - the leader of Board A shared.
