Slow repair, affecting travel
According to Lao Dong Newspaper reporters, many service routes previously borrowed by contractors to transport construction materials for the Bai Vot - Ham Nghi Expressway Project have not been repaired or refunded.
In Toan Luu commune, the main road in Vinh Trung village, Toan Luu commune, which was borrowed by Corporation 319 - Ministry of National Defense to construct the expressway, has not yet been repaired. Through observation, the new contractor poured crushed stone, leveled to create a flat surface, and watered water to continue to complete the repair and repair work in the near future.
A local resident said that in the previous days, this road was damaged, peeling, many potholes made it difficult to travel, and unsafe. For a few days now, the construction unit has been pouring crushed stone and leveling to repair it. Some short sections of the road in Vinh Cat village, Toan Luu commune are also degraded and damaged after the highway construction but have not been repaired, affecting people's travel.
Mr. Tran Ba Hoanh - Vice Chairman of Toan Luu Commune People's Committee - said that the expressway project has been open to traffic and put into operation for more than 4 months. However, many roads that contractors have borrowed to build public roads for project construction are now slow to be repaired. In that situation, the locality has repeatedly sent recommendations to superiors and construction units to request the repair to be completed soon to ensure smooth traffic, avoiding accidents due to damaged and degraded roads.
Similarly, in Truong Luu commune, some residential roads that the contractor, Vietnam Construction and Import-Export Joint Stock Company (Vinaconex), borrowed to construct the expressway have not yet been repaired or returned to the locality. The government has also proposed early repairs, but the implementation of the repair is still slow.
Urge to complete repairs in September
According to statistics from the Department of Construction of Ha Tinh province, to construct the North-South expressway project through Ha Tinh, the investor and construction units borrowed 153.38km to build a service road, of which the provincial road is 53.46km and the local road is 99.92km.
Mr. Le Anh Son - Deputy Director of the Department of Construction of Ha Tinh province - said that the Department has worked many times with the investor, construction units and related localities on the progress of returning the service road to serve the construction of the North - South expressway. Through the work, it has been requested to speed up the repair progress of the leased service routes, but so far some contractors have not completed the repair.
Also according to the Deputy Director of the Department of Construction of Ha Tinh province, on September 11, Vice Chairman of the Provincial People's Committee Tran Bao Ha chaired a meeting with units and localities on the content of road restoration. The Vice Chairman of the Provincial People's Committee requested investors and contractors to coordinate with localities to complete the refund this September.
According to Mr. Hoang Chien Thang - Executive Director of the Bai Vot - Ham Nghi Expressway Project (Thang Long Project Management Board), the board is still urging contractors to urgently construct and complete the repair of local service roads borrowed by the locality.
"Due to the large number of public service routes under construction, the large amount of repair work, spanning many localities, the repair is difficult. We have also asked contractors to focus on speeding up construction to complete the service road restoration this September," said Mr. Thang.
