On October 9, a reporter from Lao Dong Newspaper was present on An Duong Vuong Street through Thong Nhat Ward, Phu Tho Province, recording a worrying situation: the road surface is seriously degraded, with a series of large and small "potholes" and many sections have serious cracks.
In particular, the area near Hoa Binh 3-2 Import-Export Joint Stock Company is a notable black spot with peeling, subsidence, and cracking road surfaces. A large stream of water appeared flowing rapidly along the edge of the road, posing a risk to traffic safety. Warning signs of dangerous areas have been placed at this location.

People living right next to the road as Ms. Huong (Group 2, Thong Nhat Ward) recalled: "Since the heavy rain in June 2025, the road has begun to swell, peel and crack. It has been nearly 4 months but it has not been completely fixed".
According to Ms. Huong, traveling on a sunny day is already difficult, and the rain is even more risky when potholes appear densely.
This road is often flooded every time there is prolonged heavy rain, due to water flowing from the hill, while the drainage system has not met the requirements.

Mr. Nguyen Van Vuong - a resident living near the scene said that the main reason was that the drainage system was blocked since 2022, right at the time the authorities upgraded the An Duong Vuong road connecting Cun slope. From there, every time it rains heavily, the water flows down and cannot drain in time, overflowing back into people's houses.
"In mid-June, the rain continued, water from the sewer system refused with great pressure, causing the road surface to swell and then burst," Mr. Vuong added.

In addition, according to people's reflection, vehicles carrying soil and rock from the Hoa Binh Hydropower Plant Expansion Project regularly travel through this route day and night, also causing the road surface to deteriorate more rapidly. Natural disasters and floods are also the cause of damage to many points, but the delay in repairing them has caused public outrage.
Regarding this issue, in an interview with reporters, Mr. Nguyen Viet Hung - Chairman of the People's Committee of Thong Nhat Ward, Phu Tho Province - said that An Duong Vuong Street was previously managed by the old Hoa Binh City, now it is under the Thong Nhat Ward boundary after the merger. The unit is in the process of receiving the handover and needs to take steps in the correct order to repair.
"The local government has constructed temporary roads to partially overcome the problem, but every time the flood lasts for a long time, the water rises and floods the road, making the repair work difficult," Mr. Hung informed.
