On November 4, the Office of the Gia Lai Provincial People's Committee said that it had sent a report to the provincial leaders on the results of reviewing the overdue receipt of records and the records that are being processed for expiration on the National Public Service Portal in September 2025.
Through review, in September, the whole province had 998 overdue records received. Of which, the Department of Finance has 363 dossiers on the National System on Business Registration that have been overdue for receipt, with an average time of 10 days; 28 dossiers of agencies, units and localities using the Administrative Procedure Information System - VNPT iGate have been overdue for receipt, with an average time of 20 days (dosiers in the land sector have a high rate of overdue).
On the National Public Service Portal, the province has 580 records that are being processed beyond the deadline, mainly due to waiting for citizens to supplement records or fulfill financial obligations, and has now been completed.
According to the Provincial People's Committee Office, the reasons for the situation of overdue records and processing of overdue records include: slow synchronous or incorrect data, accounting for about 61% of records assessed as overdue; the remaining 39% is due to slow reception by staff, not having a firm grasp of regulations and operations on software.
The Provincial People's Committee Office found that the occurrence of overdue records for receipt and processing has affected the indicator of "Solving progress", "Level of satisfaction" of the people, as well as the province's ranking on the National Public Service Portal.
Therefore, it is recommended that the Provincial People's Committee direct agencies, units, and People's Committees at the commune level to thoroughly grasp the regulations for civil servants, public employees, and employees, and not delay more than 8 working hours from the time the citizen successfully submits the application online on the system.
Organize experience training and discipline related staff to avoid delays in processing and resolving documents. Commit to not allowing the situation of waiting for the deadline to continue in October (unless it is due to a system error).
Direct VNPT Gia Lai to urgently review and fix technical errors on the province's administrative procedure settlement information system, especially errors in the system's slow operation, errors arising during use; data synchronization errors between specialized software; errors in calculating incorrect payment deadlines according to regulations due to inaccurate cau hinh... to ensure complete and accurate data synchronization according to the regulations of the National Public Service Portal.
For overdue records due to technical errors, it is necessary to promptly report and synchronize data, without affecting the overall results of the province. VNPT Gia Lai needs to arrange technical staff on duty 24/7, to immediately handle arising errors, ensuring that there is no delay in processing documents with processing deadlines within the day.
