At 6am, the security force opened the gate for people to enter the parking lot and wait. At 7:30 a.m., the center staff issued the official order.
Mr. Nguyen Duc Trung (40 years old, Quang Yen ward) said: "Many people arrived early due to the crowd effect and the overload at the land check-in counter. Everyone wants to finish it in the day so they should take advantage of it to come early.

According to the Quang Yen Ward Public Administration Service Center, after implementing the 2-level local government model, each commune and ward will have a public administrative center. However, the Quang Yen Ward Public Administration Service Center is receiving land records handled by the Branch of the No. 3 Land Registration Office for all 6 areas in the old Quang Yen town area.
In addition, social insurance procedures here are also accepted for the following areas: Quang Yen, Ha An, Phong Coc, Lien Hoa, Tuan Chau and Viet Hung.
During peak days, there were an average of 50 people coming to transact each day, but the actual number of records reached 72, of which half were in the land sector, paid by many cases or under the authority.
Mr. Nguyen Van Bac - Chairman of Quang Yen Ward People's Committee - said that most of the handling of land procedures that are overloaded is under the authority of the Branch of Land Registration Office No. 3, mainly the transfer, change of purpose, inheritance, mortgage, and land donation records.
Immediately after the overload situation appeared, the Ward People's Committee met with the Ward Public Administration Service Center and the Branch of the Land Registration Office No. 3 to agree on how to resolve the issue, publicize the number of staff and capacity to receive and resolve documents during the day, and at the same time propagate to make people understand and support, avoiding the rush from early morning - Mr. Bac said.
From the beginning of November to November 12, 2025, about 100 citizens come to submit land records every day - a sudden increase compared to before. Many citizens were worried about not being able to submit administrative procedures on the same day, so they arrived at the Center very early (from 5 am), causing pressure on the Center.
The Branch of the Land Registration Office No. 3 currently has only 6 officials responsible for receiving and appraising documents, while the number of documents is large. Many officials have to work overtime, including Saturdays and Sundays, to limit backlog of documents.
The Ward Public Administration Service Center has supported additional human resources to enter input documents.
Faced with this pressure, the Quang Yen Ward Public Administration Service Center has proposed that the Provincial Public Administration Service Center work with the Quang Ninh Provincial Land Registration Office to increase personnel for the Branch of the No. 3 Land Registration Office, in order to remove difficulties and improve the effectiveness of serving people.
