Acceleration on the entire route
On June 18, speaking with a reporter from Lao Dong Newspaper, Mr. Le Minh Tri - Technical Officer of Nhat Le 3 Bridge said that the project had completed about 85% of the total output. The project management board is focusing resources on the construction of key items such as installation, tightening of steel arch cables, complex construction phases and deciding on the technical quality of the entire route.
Mr. Tri informed that at the 120m long S2 span, all arch sections have been installed. The remaining 2 spans (S1 and S3, each 80m long) have completed the installation of the main arch and are constructing the horizontal suspension. It is expected that in June 2025, 3 arch spans will be completed, creating conditions for the implementation of arch cable car systems, high-precision technical items, requiring specialized equipment such as 5,000-ton barges and 800-ton axle cranes, nearly 93m high.
Along with the main progress in the main bridge section, the approach bridge items have completed 6/7 spans. The remaining span will be deployed immediately after completing the installation of the PI beam system.

According to the new plan approved by the investor, the entire project will be completed on September 2, 2025, a 12-month shortening compared to the original plan. To meet this progress, the construction force of more than 120 engineers and workers is organizing 3 consecutive shifts, while strictly controlling technical requirements, quality and labor safety.
Site clearance still faces many problems
However, despite the strong acceleration of the project, the biggest problem at present is still the site clearance and resettlement stages, especially at Component Project 2 and the Nhat Le 3 bridge resettlement area in Bao Ninh commune.
A representative of the Department of Agriculture and Environment of Dong Hoi City said that the area requiring site clearance for Component Project 2 is 12.3 hectares, of which only 4.98 hectares (40%) have been completed. The remaining area (7.32ha) is undergoing compensation, including many cases of disagreement or legal difficulties in confirming the origin of land use.
The Nhat Le 3 bridge resettlement area alone needs 3.24ha of site clearance, but is currently only able to implement 0.93ha (28.7%). Of the remaining area, 1.64ha has difficulty in re-establishing compensation records according to the new regulations of the 2024 Land Law. Some households with garden land and production forest land have not agreed on the price, or requested to be compensated for the entire area outside the GPMB scope.
In particular, the relocation of graves in the resettlement area still has no replacement site, causing serious progress. Although the Provincial People's Committee and the People's Committee of Dong Hoi City have issued specific instructions, it still takes time for units to review and agree with the people on compensation plans.
In addition, many households in the new land acquisition phases are still in the stage of publicizing plans, mobilizing persuasiveness or waiting for the measurement to be completed, leading to the risk of delays if not completely handled in June and July.
Accelerating construction while site clearance is still slow is putting great pressure on the Project Management Board and related parties. According to the assessment, if problems with land records, compensation prices and resettlement arrangements are not resolved promptly, the progress of Nhat Le 3 bridge may be affected.
