According to a report by the Ninh Binh Provincial People's Committee, site clearance (GPMB) for the North-South high-speed railway project section passing through the province is facing some difficulties.
The project is about 86km long, passing through 23 communes and wards of Ninh Binh province. On the route, there are 3 planned station locations including Phu Ly Station located in Liem Tuyen ward, Nam Dinh Station located in My Loc ward and Ninh Binh Station located in Yen Thang ward. The project also has 3 maintenance station locations located in Binh Son commune, Lien Minh commune and Yen Thang ward.
Through review, according to the scope of protection boundaries of the project, the project affects about 3,989 households with an area of about 406.8ha. Of which, residential land, garden land, ponds are about 34.3ha; agricultural land is about 261.1ha; forest land is about 23.9ha and other types of land are about 87.5ha. If calculated according to the scope of railway safety corridor boundaries, the number of affected households is about 5,600 households with an area of about 631.7ha.
Ninh Binh province is expected to have about 1,683 households subject to resettlement. To serve this work, Ninh Binh province is expected to arrange 30 resettlement locations, including 3 locations proposed to be arranged in residential areas and resettlement areas being implemented and 27 locations proposed for new construction.
Currently, there is 1 resettlement location serving the project under construction in Dong Van ward, 1 location has been approved in Trung Son ward, the remaining locations are being focused on by departments, branches, and localities to prepare, appraise, and approve the project.
According to Vice Chairman of Ninh Binh Provincial People's Committee Nguyen Cao Son, the current route of the project passes through a number of religious works, historical relics, densely populated residential areas, companies, factories and material mining mines. Specifically, such as Trinh Xuyen Parish Church, Trinh Xuyen Thuong village pagoda, Ta Xung Hy Temple (a historical and cultural relic currently submitting dossiers requesting recognition as a national cultural relic), Yen Khoai Ha Pagoda, Van Lam village communal house, TCE VINA DENIM Joint Stock Company, Mai Mountain stone mine...
The route direction passing through areas with religious elements, relics, dense population and production facilities requires the process of reviewing, designing, compensation, support, and resettlement to be carefully calculated, ensuring practical suitability and minimizing impacts on people's lives, religious activities, and production and business.
The total capital demand for site clearance according to the protection boundary of the project is estimated at 9,781.55 billion VND. If calculated according to the boundary of the railway safety corridor, it is over 13,198.803 billion VND. By the end of May 31, 2026, the Railway Project Management Board - Ministry of Construction has allocated 383.437 billion VND to communes and wards of Ninh Binh province to implement infrastructure construction projects in resettlement areas.
Ninh Binh Provincial People's Committee has issued a document requesting the Ministry of Construction to direct Thang Long Project Management Board, consulting unit and relevant agencies to review, study, work directly and agree with Ninh Binh province on the route, location of stations, depots, maintenance stations, and construction design solutions. At the same time, soon hand over piles and land clearance markers on the ground for localities to deploy according to regulations, meeting the progress as required by the Prime Minister" - Vice Chairman of Ninh Binh Provincial People's Committee Nguyen Cao Son said.
