Payment 170.7 billion/182.8 billion VND
The People's Council delegate of Quang Binh province asked that in recent times, the province has actively participated in the pilot implementation of the transfer of emission reduction results (selling carbon credits) and financial management of greenhouse gas emission reduction payment agreements according to Decree No. 107 of the Government. The provincial delegate requested to know about the results achieved so far; the difficulties, obstacles and orientations and solutions in the coming time to create livelihoods for people, improve the value and quality of forests, and serve sustainable socio-economic development?
Director of the Department of Agriculture and Rural Development of Quang Binh province, Tran Quoc Tuan, said that the locality is one of six provinces piloting the transfer of emission reduction results and financial management of the greenhouse gas emission reduction payment agreement in the North Central region (ERPA) according to Decree No. 107 of the Government.
The provincial Forest Protection and Development Fund has paid 170.7 billion/182.8 billion VND (reaching 93.4% of the plan) to forest owners who benefited from the project, such as: Special-use and protective forest management boards, agricultural and forestry companies, residential communities, households, individuals, and commune People's Committees and other organizations assigned to manage natural forests.
Payments were made to 11,347 forest owners who are households and individuals managing 47,290.4 hectares of natural forests with the amount of VND 14.164 billion; payments were made to 64 communities assigned to manage 11,515.04 hectares of forests with the amount of VND 4.2 billion. The ERPA payment policy has contributed to supporting livelihood development and improving the lives of households, individuals and communities in the province.
Currently, forest owners whose financial plans have been approved will implement contracts with 73 communities to participate in forest protection contracts on an area of 86,773 hectares with a total amount of nearly 44.25 billion VND; 86 communities will be supported in livelihood development activities with a total amount of 4.3 billion VND.
In addition, the Provincial Forest Protection and Development Fund has supported 4.35 billion VND (expenses deducted from the Provincial Fund) for 5 Protection Forest Management Boards and 2 Forestry Companies to develop sustainable forest management plans, contributing to reducing the state budget for this activity.
Regarding account opening
Currently, the province is facing difficulties such as some forest owners are organizations, commune People's Committees have small areas, small payment amounts, so they are not really interested in opening accounts to receive money, have not built financial plans. Some other units have not provided account numbers, money transfer requests so the fund has no basis for payment.
Some households and individuals in remote areas with difficult travel conditions have difficulty opening a bank account to receive payments; some are not really interested in opening a bank account to receive payments...
Some forest owners are households with differences between the household owner's name on the red book and the person directly participating in forest protection (due to the household owners' arbitrary transfer), causing difficulties in the commune's review work to implement the goal of paying the right beneficiaries....
The Director of the Department of Agriculture and Rural Development informed that in the coming time, he will strengthen coordination with the People's Committees at the commune level to guide and support people to open accounts to receive payment sources or pay through public postal service providers, and other forms of non-cash payment according to regulations.
Work directly with forest owners, organizations, and commune-level People's Committees to grasp the situation and coordinate to resolve difficulties and problems to pay beneficiaries according to regulations.
