On October 5, the Hanoi City Civil Defense Command held an online meeting on the response to storm No. 11.
Reporting at the meeting, Director of the Department of Agriculture and Environment Nguyen Xuan Dai said that according to the bulletin of the Northern Hydrometeorological Station, on October 6, Hanoi city had winds gradually increasing to level 4-5; from early morning of October 6 to the evening of October 7, there was moderate to heavy rain and thunderstorms; total rainfall was 50-150mm, some places over 150mm.
For Hanoi, the water level of rivers and lakes in the city is high (Da river, Red river, Duong river, Nhue river, My Ha river are currently below alert level I; Bui river is above alert level III; Tich river is above alert level II; Ca Lo river, Cau river, Day river are above alert level I; most irrigation reservoirs exceed the overflow threshold such as: Suoi Hai, Meo Go, Tan Xa, Xuan Khanh, Quan Son...).

Many areas have been flooded with water due to long-term soil and rocks, and have been flooded with water, posing a high risk of landslides. Along with that, according to reports from communes and wards, there are still impacts and damage from storm No. 10 and floods (over 2,000 houses are still affected by flooding).
Regarding the preparation for storm No. 11, Mr. Dai said that the city and 100% of communes and wards have completed the organization, established the Civil Defense Command, and assigned tasks to the members.
Regarding forces, materials, means, units: army, police, drainage companies, green tree companies, agricultural sectors and communes and wards have prepared and arranged adequate human resources, means, and equipment to respond to incidents and natural disasters in the area.
In the coming time, all levels and sectors need to seriously and effectively implement the instructions in the Prime Minister's telegram and the Hanoi People's Committee Chairman's telegram No. 16.
In which, focusing on overcoming the consequences of storm No. 10 and rain and floods, first of all in areas, flooded areas, and unresolved incidents. Continue to coordinate the work of cleaning, clearing the flow, lowering the water level of the reservoir, draining and lowering buffer water on the domestic and suburban drainage system to be ready to respond to storm No. 11.
Regarding the preparation for responding to storm No. 11: Localities and units, according to assigned functions and tasks and areas in charge, are ready to activate and deploy approved disaster prevention plans and plans according to the "4 on-site" motto to ensure compliance with the actual conditions of the locality and unit.
"For the Department of Agriculture and Environment, implementing the City's direction, in the coming time, we will increase on-duty; urge the People's Dyke management force to patrol, guard, promptly detect and handle incidents, ensure the safety of irrigation dykes.
Along with that, coordinate the operation and regulation of the drainage system of the suburbs and inner city. Pumping water to prevent flooding, lowering buffer water levels to protect agricultural production areas that have not been harvested. Strengthen inspection of landfills and waste to reinforce and implement measures to ensure environmental safety and hygiene" - Director of the Department of Agriculture and Environment Nguyen Xuan Dai informed.
Hanoi has issued many telegrams to overcome the consequences of storm No. 10, respond to storm No. 11
Speaking at the meeting, Vice Chairman of the City People's Committee Nguyen Manh Quyen said that the Central and Hanoi People's Committees have issued many telegrams, especially the latest telegram of the Chairman of the City People's Committee, clearly stating the tasks that need to be urgently implemented to overcome the consequences of storm No. 10 and be ready to respond to storm No. 11.
In particular, for the inner city area, the focus is on handling flooding, fallen trees, regulating traffic and clearly identifying focal points between forces to ensure quick and effective response.

In suburban areas, it is necessary to focus on inspecting the dyke system, embankments, ensuring production safety, household electricity and handling heavily flooded areas. The assignment of tasks is still thin, so it is necessary to consolidate forces and coordinate well to completely handle situations.
In the telegram, the Chairman of the Hanoi People's Committee also assigned the Department of Industry and Trade and related sectors to proactively source goods, stabilize prices, and avoid natural disasters affecting people's lives.
In the long term, the city has directed the implementation of the overall planning of the urban drainage system and completed the project to upgrade the city's dike system.
In addition, on-duty forces need to proactively grasp and forecast situations, ensuring timely and accurate information for effective handling. Participating in inspection and response at the scene must be substantial, avoiding formality.
