The document clearly states the organization of specialized agencies at the commune level, the arrangement ensures comprehensive coverage of current management areas. For public service units, the People's Committees at the commune level are assigned to directly manage essential facilities with financial autonomy; departments and branches manage public service units in the economic sector and other essential services.
The new communes and wards will establish 3 specialized departments including: (1) People's Council and People's Committee Office; (2) Economic Department (for communes) or Economic, Infrastructure and Urban Affairs Department (for wards); (3) Department of Culture - Society. At the same time, 126 reception and public administrative service points were arranged.
Each point is managed by a Vice Chairman of the People's Committee, until Hanoi City has a project to reorganize the City-level Public Administration Service Center. The functions and tasks of specialized departments and reception points are stipulated in Decree No. 150/2025/ND-CP, Decree No. 118/2025/ND-CP and related guiding documents.
The People's Committees of districts, towns and cities direct the Department of Home Affairs to complete the draft project to establish a professional department and public administrative reception point before June 26, 2025. The People's Committees of communes and wards must submit to the People's Councils at the same level for approval a resolution to be established at the first session, to be completed before June 29, 2025.
The Chairman of the People's Committee of the new commune and ward issued a decision to appoint leaders of the professional department, arrange cadres and civil servants to work at the departments and reception points, to be completed on June 29, 2025. Units shall, based on legal regulations and instructions from the City, issue functions, tasks, and powers, to be completed before June 30, 2025.
Regarding the establishment of public service units, implementing them for educational and cultural facilities; units with revenue sources and financial autonomy (project management, land fund, site clearance, market management, etc.); district-level medical facilities will also be reorganized according to the 2-level model.
The City People's Committee assigns the People's Committees of districts, towns and cities to preside over and coordinate with relevant departments, branches and leaders of new communes and wards to develop a project, decide to establish or reorganize units; review records, finances and assets; prepare conditions for handing over tasks to the Reception Team according to the direction of the City People's Committee.
At the same time, propose to arrange headquarters for public service units under the People's Committees of new communes and wards (except for the education sector); coordinate with the Department of Health to guide the development of a project to establish a Health Station.
The Department of Home Affairs coordinates with the Department of Health, People's Committees of districts, towns and People's Committees of communes and wards to transfer the Medical Center to the Department of Health; Health stations to the People's Committees at the commune and ward levels.
Coordinate with the Department of Education and Training and the Department of Agriculture and Environment to hand over the Vocational Education - Continuing Education Center and the District Agricultural Service Center according to the approved project. Guide the People's Committees of new communes and wards to improve the organization, arrange the payroll, and job positions; transfer records, seals, and documents related to civil servants and employees.
The Department of Health organizes the reception of the Medical Center after 126 new Commune and Ward Health Stations are transferred from the People's Committees of districts, towns and cities; develop a plan to arrange, reorganize, merge or dissolve the Medical Center. Coordinate with the People's Committees of communes and wards to develop and submit to the City for approval the Regulations on coordination in managing the operation of Health Stations.
The Department of Education and Training and the Department of Agriculture and Environment organize the reception of the Vocational Education - Continuing Education Center and the District-level Agricultural Service Center. The Department of Finance reviews and continues to guide the contents of problems related to real estate, assets, and finance when handing over from the People's Committees at the district level.
The Public Administration Service Center handed over 30 receiving points currently located at the headquarters of 30 districts, towns and cities to the People's Committees of communes and new wards for management; completed the digitization of documents, software systems, and administrative procedure settlement procedures.
The People's Committees of new communes and wards will receive and operate specialized agencies and public service units, ensuring smooth operations from July 1, 2025.
