Many barriers cause obstacles for the project
Component project 3 of the Khanh Hoa - Buon Ma Thuot expressway construction investment project phase 1 is about 48.09km long, with a total investment of more than 6,165 billion VND. The Project Management Board for Investment and Construction of Transport Works and Agriculture and Rural Development of Dak Lak province is the investor.
According to the investor, the project includes 3 construction packages. To date, the total realized value reached 4,141.36/4,276.67 billion VND, equivalent to 96.84% of the contract value, about 2.27% slower than planned (equivalent to about 97.19 billion VND). Package No. 1 reached 99.89% of the contract value, 0.12% slower than planned; Package No. 2 reached 95.42%, 2.08% slower; Package No. 3 reached 95.29%, 4.71% slower.
Regarding the disbursement of public investment capital in 2026, the project has disbursed 218,969/1,749,275 million VND, reaching 12.5% of the assigned capital plan.
However, site clearance work still has some obstacles affecting the construction progress. As of June 9, in the Vu Bon intersection area, there are still 9 households in the resettlement area that have completed dossiers, held appraisal council meetings and will have compensation and relocation decisions.
In which, the case of Mr. N.T. T's household has not agreed on a compensation plan. This household requests to be compensated for the entire house before agreeing to hand over the land, while the affected house area is only about 2.04m2 out of the total area of 29.4m2 of the living room.
At some locations along the route, there is a situation of people re-encroaching on the road safety corridor, hindering the construction of protective fences and drainage ditches.
In Krong Pac commune, there are 11 households re-encroaching on the route corridor. Meanwhile, in Ea Knuec commune, with the mobilization of both the Party Secretary and the Chairman of the Commune People's Committee, people have handed over the clean ground for the investor to construct. Local functional agencies are continuing to propagate and mobilize people to comply with the policy of land acquisition, and at the same time handle cases of re-encroachment.
Request for early finishing
According to Mr. Dang Tho Dan - Managing Director of Component Project 3, under Board A, to date, the project has completed nearly 97% of the construction volume and is basically technically cleared. However, in some locations, there are still difficulties and obstacles related to site clearance for auxiliary items. If these difficulties and obstacles are resolved soon, the project will soon reach the finish line this year.
In parallel with removing difficulties in site clearance, Vice Chairman of the Provincial People's Committee Truong Cong Thai requested relevant agencies and units to continue to closely coordinate with the investor to thoroughly handle arising problems. Relevant units focus on removing difficulties and obstacles to accelerate construction progress and ensure project completion according to the set plan.
According to Mr. Thai, the project is of particular importance to the socio-economic development of the Central Highlands region and the South Central provinces. When completed, the expressway will contribute to shortening travel time, strengthening trade connections, attracting investment, and creating motivation for local and regional development.
The establishment of telecommunications infrastructure on the Khanh Hoa - Buon Ma Thuot expressway sections passing through the forest faces many difficulties. Functional agencies propose policies to create conditions for telecommunications and Internet businesses to deploy infrastructure to serve people in this area.
