Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen has just signed and issued Decision No. 6123/QD-UBND dated December 10, 2025 announcing an emergency situation of flooding the floors of Tan Hung and Cam Ha 1 pumping stations, Tang Long cannot operate irrigation and issued an order to build emergency works to renovate and upgrade Tan Hung and Cam Ha 1 pumping stations, Tang Long, Da Phuc commune.
Due to the impact of storms No. 10 and No. 11 causing prolonged heavy rain causing the water level of Cau and Cong rivers to rise to a record high from October 8 to October 15, water flooding into the fields caused flooding the floors of pumping stations, engines, and electrical cabinets of pumping stations that could not operate and drain water, the City People's Committee requested relevant units to implement emergency measures that needed to be applied immediately.
Accordingly, the city assigned Hanoi Irrigation Development Investment Company Limited to develop an operation plan for the above pumping stations in case of continued flooding. Proactively respond if flooding situations occur.
Assign the People's Committee of Da Phuc commune to coordinate with Hanoi Irrigation Water Supply and Investment Company Limited in the response process if a flooding situation occurs; perform other tasks depending on the nature of the natural disaster situation and the direction of the competent authority.
Assign the Department of Agriculture and Environment to direct Hanoi Irrigation Investment Company Limited and the People's Committee of Da Phuc commune to develop an operation plan for the above pumping stations in case of continued flooding and a proactive response plan if flooding occurs; synthesize and evaluate and propose emergency response measures for natural disaster prevention.
Along with that, the city issued an order to urgently build works to prevent flooding at Tan Hung and Cam Ha 1 pumping stations, Tang Long to overcome the flooding of the floors of the pumping station, ensure the ability to operate the works when there is flooding, prevent flooding in Da Phuc commune and surrounding areas in Hanoi when there is heavy rain.
The project has a total estimated investment of VND93 billion from the city budget, the construction period is from December 2025 to June 2026, including: Expected to renovate and repair Tan Hung pumping station with a cost of VND25 billion; Cam Ha pumping station: VND23 billion; Tang Long pumping station: VND45 billion to focus on replacing machinery and equipment at the pumping station with a set of pumps that are submerged in a synchronously bored; replacing the sewers across the dike; repairing some construction items related to the pumping plant area such as electrical cabin storage, discharge tanks, suction tanks, dredging canals.
