Hanoi City plans to invest more than 16,000 billion VND to build a health - elderly health care complex associated with Hanoi Medical University in Hoang Mai ward, to meet the requirements of health care in the context of rapid population aging.
On the morning of January 14, at the 4th Conference of the Executive Committee of the Hanoi City Party Committee, the Party Committee of the Hanoi City People's Committee submitted a request for opinions on the policy of implementing the Investment Project to build the Medical - Elderly Health Care Complex - Hanoi Medical University.
According to the submission, the project implementation demonstrates the determination of Hanoi City in concretizing the major policies of the Party and State on protecting, caring for and improving people's health; and at the same time forming a modern health - education - research model, with a long-term strategic scope.
Hanoi People's Committee determined that this is a project of special significance, creating a foundation for the sustainable development of the Capital's health system in the context of rapid population aging. The project is on the list of priority areas, encouraging the implementation of controlled trials in Hanoi according to Decision No. 6150/QD-UBND dated December 11, 2025; and integrating smart healthcare, smart education, and medical-biological technology according to Resolution No. 34/2025/NQ-HDND.
The highlight of the project is the unified model "Hospital - University - Research Institute" (academic hospital), allowing for linking training, scientific research and medical examination and treatment. Accordingly, about 10,000 students and postgraduate students of Hanoi Medical University will have clinical practice in a high-quality medical environment, especially in the fields of geriatrics and chronic diseases.
The project also contributes to the implementation of a strategy to respond to population aging. Currently, Hanoi has more than 1 million people aged 60 and over and is forecast to continue to increase rapidly in the coming years. The complex is designed as a multi-functional healthcare complex, stratified care suitable for each group of elderly people, helping to reduce the need for travel between many medical facilities, saving social costs.
The project is proposed by a consortium of investors including Hanoi Medical University Hospital, Hanoi Housing Investment and Development Corporation (Handico) and NGS Equipment and Communication Joint Stock Company.
According to the proposal, the project is implemented on two land plots in Hoang Mai ward. Zone 1 (block D1) has an area of about 15ha, of which the expected construction area is 12.9ha, serving examination, treatment, high-tech medical care, training and research. Zone 2 (block B3) has an area of about 0.7ha, building two buildings about 35 stories high, three basements, with about 1,100 apartments designed specifically for the elderly, with an expected population of about 2,530 people.
The preliminary total investment of the project is about 16,093 billion VND. Phase 1 is expected to be completed and put into operation in 2028; phase 2 is completed in 2030. If the policy is approved and special mechanisms and policies are applied according to Resolution No. 258/2025/QH15, the project can start construction from January 17, 2026.
Hanoi City People's Committee also orients the development of a mechanism for service prices, selling and leasing prices of apartments in a preferential direction, ensuring social value and accessibility for people.
