The Hanoi People's Committee has just issued Plan No. 219/KH-UBND on reviewing, simplifying, standardizing and electronically internal administrative procedures in state administrative agencies in the city in 2025.
The plan aims to be implemented in a unified and synchronous manner; ensuring the performance of public duties by cadres, civil servants, public employees and workers in state administrative agencies in accordance with the contents, order and procedures approved and announced by competent agencies or persons.
The city is determined to cut and simplify internal administrative procedures under the management of the Hanoi People's Committee, improve the effectiveness of public service performance, unlock resources, and at the same time ensure tasks and solutions to support businesses, promote socio-economic development.
The scope of reviewing and implementing the simplification plan includes: 148 internal administrative procedures under the management of the City People's Committee announced by the Chairman of the City People's Committee; internal administrative procedures under the management of departments, branches and sectors announced by the Director/Head of the unit; Internal administrative procedures under the management of the Commune People's Committee.
The subjects of implementation include: departments, branches, and sectors; Hanoi Public Administration Service Center; Commune People's Committee.
Some specific targets are set out in the plan:
100% of internal administrative procedures announced by the Chairman of the Hanoi People's Committee are updated and made public on the National Database on Administrative Procedures.
100% of internal administrative procedures under the management of the City People's Committee, departments, branches, sectors and commune-level People's Committees have been cut and simplified in accordance with the new regulations.
Cut at least 60% of the settlement time for internal administrative procedures in the priority group "green lane".
Strive for 100% of internal administrative procedures announced by the Chairman of the Hanoi People's Committee to build an electronic process.
The City People's Committee requests agencies and units to organize the full, timely, unified and scientific implementation of assigned tasks in the plan; ensure progress, quality and set goals; and closely coordinate with the Hanoi Public Administration Service Center and related units during the implementation process.
