Slow-progress project abandoned for a long time
According to Lao Dong's records, the land area of more than 3,000m2 inside the Culture - Information and Sports Center of Xuan Dinh ward - where the project is planned to build and operate the swimming pool is still fenced with corrugated iron. To date, the project has been delayed for 14 years. The project is invested by HDB Vietnam Group Joint Stock Company.
On February 9th, in an exchange with Lao Dong Newspaper, Mr. Hoang Xuan Sang - Director of the Culture - Information and Sports Center of Xuan Dinh ward said that the project has not been implemented yet after many years of delay.
According to Mr. Sang, recently the Hanoi People's Committee held a meeting and the investor committed to start construction in June 2026.However, up to now, the land for swimming pool construction has not had any activities.
Through feedback from the center's leaders, the situation of abandoning the land for a long time has caused no small difficulties for management, maintenance and environmental sanitation. "We regularly have to cut grass and clean the environment for this area. There are many flies and mosquitoes, affecting sports and activities in the area," Mr. Sang said.
Regarding this project, in 2025, the Hanoi City Inspectorate issued a document requesting to assess and apply the law on delays in putting land into use according to Decree No. 102/2024/ND-CP dated July 30, 2024 of the Government. The Hanoi Department of Agriculture and Environment then coordinated with departments and branches to review and evaluate.
The project is currently also on the list of projects to continue to supervise and urge implementation in Hanoi City.
Land recovery for 7 slow-progressing projects
Faced with the reality of many projects being shelved, the city has recovered land for 7 slow-progressing projects. Vice Chairman of Hanoi People's Committee Truong Viet Dung has also issued documents directing projects and works using non-budget capital that are slow to be implemented in the city. The City People's Committee assigned the Department of Agriculture and Environment and the Department of Finance, based on the list of existing projects, to review and propose a list of recovered projects. The City Inspectorate shall take the lead in reviewing and statistically analyzing projects that are still problematic in terms of dossiers, procedures, and cases related to investigation, inspection, audit conclusions and other administrative procedures. The Department of Finance shall take the lead in reviewing and statistically analyzing projects that are problematic in terms of mechanisms, policies or the settlement authority of central ministries and sectors.
The City People's Committee requests departments, branches, commune and ward People's Committees to implement state management work, regularly inspect, urge, and supervise the management of planning, land use, and construction investment projects... Strengthen supervision and urge investors to implement projects, implement inspection and examination conclusions, judgments, audit recommendations and post-inspection directions; supervise the handling of violations against investors by competent authorities to promptly detect and strictly handle violations according to their authority.
Along with that, proactively review projects and be responsible to the Standing Committee of the City Party Committee and the City People's Committee for data on non-budget capital projects using delayed land, slow implementation, and violations of the law in the managed area, proactively coordinate with the Department of Agriculture and Environment to implement and summarize reports in accordance with regulations. People's Committees of communes and wards organize public and transparent information processing on local media.
