According to the Hanoi People's Committee, the Golden West apartment project (Le Van Thiem Street, Nhan Chinh Ward, Thanh Xuan District) is invested by Vietnam Trade Development Joint Stock Company (Vietradico).
Currently, the Department of Natural Resources and Environment (DONRE) has not yet issued pink books for apartments in the above project because the Investor has not yet completed the project's legal documents and sent them to the Department to check the legal documents for registration and issuance of pink books.
Meanwhile, The Legacy apartment building (No. 106, Nguy Nhu Kon Tum Street, Nhan Chinh Ward, Thanh Xuan District) is invested by Hanoi Housing Investment and Development Joint Stock Company No. 41.
Currently, the Department of Natural Resources and Environment has not yet issued pink books for apartments in the above project because the Investor has not completed the project's legal documents and sent them to the Department.
The Starcity Center apartment project at the land plot marked HH (Southeast Urban Area, Tran Duy Hung Street, Trung Hoa Ward, Cau Giay District), Hanoi is invested by Ngoi Sao Viet Real Estate Company Limited.
Currently, the Department of Natural Resources and Environment has been issuing pink books to home buyers who have fulfilled their financial obligations to investors at projects marked A, B, D, H.
The project with symbols C and G has not yet issued pink books for the above apartments because the Investor has not completed the project's legal documents and sent them to the Department to check the legal documents for registration and issuance of books.
The Viet-Duc Complex office - service and housing project at lane 164 Khuat Duy Tien street (Nhan Chinh ward, Thanh Xuan district) is invested by Song Da - Viet Duc Investment Joint Stock Company as the representative of the Joint Venture.
Currently, the investor has submitted the legal inspection documents for the issuance of the certificate to the Department of Natural Resources and Environment. The Department of Natural Resources and Environment is conducting the inspection and issuance of the pink book according to regulations.
Previously, Lao Dong Newspaper also had many articles reflecting on this situation. According to the reflection of residents who own houses at The Legacy, the biggest problem of residents is that they have not received the pink book.
“The fact that the pink book has not been issued seriously affects the rights and legitimate interests of those who have accepted and trusted this luxury apartment project,” explained a resident of The Legacy.
At the end of 2023, voters of Nhan Chinh ward reported many shortcomings in the management of 33 commercial buildings in the ward. Many investors violated regulations and did not issue red books to residents, causing frustration among residents.
Notably, voters requested the city to handle the situation according to regulations, and at the same time remove and promptly issue pink books for over 2,000 apartments in buildings such as TX05 Nguy Nhu Kon Tum, The Legacy, Golden West, Starcity, Viet Duc Complex...
Regarding the delay in issuing certificates for over 2,000 apartments in buildings in Nhan Chinh ward, Chairman of Thanh Xuan District People's Committee Vo Dang Dung said that the authority to issue certificates for apartments belongs to the Department of Natural Resources and Environment and the Hanoi Land Registration Office.
